ROAD ADVISORY COMMITTEE <br />OCTOBER 7, 2002--1:00 PM <br /> <br />MEETING TO ORDER <br />Commissioner John Meyer called to order a meeting of the Road Advisory Committee at <br />1:00 PM, Monday, October 7, 2002, in the Commission Room, Cass County <br />Courthouse. The following members were present: Robyn Sorum, John Meyer, Scoff <br />Wagner, Keith Berndt, Rich Sieg, Dennis Rust and Mark Johnson. AIon Wieland and <br />Jurgen Suhr arrived later in the meeting. Donna Schneider was absent. <br /> <br />HILL TOWNSHIP BRIDGE, Issue to be on November 40' County Commission <br />aRenda <br />Jeff Zaun and Dale Paul were present from Hill Township. Lori Cookman, property <br />owner of the farmstead east of this bridge, was also present. Mr. Berndt said <br />Commissioner Wieland asked to have this item placed on the agenda for today. <br /> <br />Mr. Wagner said according to Robert's Rules of Order, since a motion was made and <br />passed at the July 22, 2002, Road Advisory Committee meeting on this issue and in <br />order for the committee to reconsider any action, all members who were in the majority <br />of the vote, need to be present at today's meeting. He noted that Mrs. Schneider was <br />not at the meeting today and she made the motion to abandon the bddge, close the road <br />and use the $60,000 settlement to raise and improve County Road 12. He said this <br />item should be discussed at a regular County Commission meeting. He asked the <br />township at the last meeting whether they are willing to contribute toward costs and did <br />not receive a response. Mr. Meyer feels those present at today's meeting should be <br />allowed to speak. <br /> <br />Ms. Cookman owns a farmstead east of the bridge and wants to move her family to this <br />property. She asked for some sort of reassurance that they will have access to their <br />home. <br /> <br />Mr. Bemdt said at the meeting in July, the committee discussed five options for the <br />bddge. He initially suggested one used multi-plate culvert 8.5 feet high and 13.5 feet <br />wide be installed and an overflow section be left to allow the water to overtop the road <br />during floods. A graphic was provided by Mr. Berndt to illustrate that under the <br />previously proposed solution, the road would not be lowered any more than it currently is <br />to the east or west of the existing river crossing location. <br /> <br />The township felt using two or three culverts would be more acceptable to allow more <br />water to pass through during times of flooding. <br /> <br />Mr. Zaun said the township is willing to provide financial support beyond the $60,000 <br />and was under the assumption that this item was to be discussed at the last meeting and <br />that no decision was to be made until further discussion was given. He felt a decision <br />was made by the committee too quickly. Mr. Paul asked about finding another two used <br />culverts and said the township has the ability to investigate and see if other counties <br />may have some for sale. Mr. Berndt said the County had one large used culvert in <br />inventory. However, he felt it would be unlikely that additional used culverts this large <br />would be available in the area. Generally culverts 'this large are only replaced when they <br />wear out or are damaged. <br /> <br />Mr. Wieland said this item will be placed on the November 4th County Commission <br />agenda for discussion and consideration. <br /> <br /> <br />
