=

ROAD ADVISORY COMMITTEE
SEPTEMBER 3, 2002--1:40 PM

MEETING TO ORDER
Commissioner John Meyer called to order a meeting of the Road Advisory
Comm~ee at 1:40 PM, Tuesday, September 3, 2002, in the Commission Room,
Cass County Courthouse. The following members were present: Robyn Sorum,
John Meyer, Keith Bemdt, Rich Sieg, Jurgen Suhr and Mark Johnson. Alon
Wieland and Scott Wagner arrived later in the meeting. Donna Schneider and
Dennis Rust were absent.

2003 HIGHWAY IMPROVEMENT PLAN
Mr. Berndt distributed handouts outlining proposed projects for 2003 that include
five overlay and three bridge projects. He reviewed the oveday projects with
board members. He said one project may have to be cut, depending on cost
figures after more detailed cost estimates are prepared. The City of Fargo will
pay half the cost of the overlay project on County 20 from 10th Street to County
81. Mr. Meyer feels that if the county does not repair some of the roads now,
the long-term costs will increase.

Mr. Bemdt reviewed the major bridge projects for next year. He noted that soil
samples taken show that the soils may not be conducive to box culverts unless
they am set on pile foundations. He is still reviewing the designs to see if
culverts or standard bridges are more cost effective. The City of West Fargo will
help pay for costs on the bridge from County 10 at the Sheyenne River. The
bridges on 40t~ Avenue South and 64th Avenue South at the Sheyenne River may
have to be special assessed to help cover costs. The increased use of the
bridges is due to new housing developments built in these areas in the last few
years.
MOTION, passed
Mr. Meyer moved and Mr. Suhr seconded to approve the 2003
Highway Improvement Plan as presented by the county engineer,
contingent on federal funding for bridge projects and to authorize the
Commission Chairman to sign federal aid program forms for three
bridge projects scheduled for repair in 2003. Motion carried
unanimously.

ADJOURNMENT MOTION, passed
On motion by Mrs. Sorum, seconded by Mr. Sieg and all
in favor, the meeting adjourned at 2:05 PM.
