<br />Road Advisory Minutes--August 1, 2005 <br /> <br />ROAD ADVISORY COMMITTEE <br />AUGUST 1, 2005--2:05 PM <br /> <br />1. MEETING TO ORDER <br />Commissioner Ken Pawluk, Highway Department Portfolio Commissioner, called a meeting <br />of the Road Advisory Committee to order at 2:05 PM on Monday, August 1, 2005, in the <br />Commission Room, Cass County Courthouse. Members were present as follows: Vern <br />Bennett, Robyn Sorum, Darrell Vanyo, Scott Wagner, Ken Pawluk, Keith Berndt and Jurgen <br />Suhr. Rich Sieg, Dennis Rust and Mark Johnson were absent. <br /> <br />2. MINUTES APPROVED <br />Mr. Pawluk asked if there were any objections to the minutes from March 21,2005. Hearing <br />none, he said the minutes are approved as submitted. <br /> <br />3. COUNTY HIGHWAY 32, Flood related concerns presentation <br />Woody Folstad, Harwood Township resident, was present to discuss flooding concerns on <br />County Highway 32. He has lived in his home since late 1970. He believes the elevation of <br />County Road 32 was raised after the 1979 and 1997 floods and residents who live on the <br />south side deal with flooding issues in the spring time. Mr. Folstad said a survey was done <br />for residents by AI Parsley, a local contractor, and he estimates the shoulder of the road is <br />about 1 % feet higher than it used to be. Area residents would like a 4 foot by 8 foot box <br />culvert installed east of the intersection to replace the existing 36 inch culvert to help with <br />water flow during spring thaws. <br /> <br />Mr. Berndt said the road was repaired after the 1997 flood but was not intended to be a <br />significant grade raise project. However, some raise in elevation may have occurred at the <br />washout area. He would like to complete an area survey to compare the road elevation and <br />home elevations. He wants to obtain additional information before proceeding with any <br />action and will report back to the Commission in about one month. <br /> <br />4. COUNTY HIGHWAY 16, Improvement request from Davenport area citizens <br />Darrell Schroeder was present to discuss paving County Highway 16 west of Davenport to <br />Highway 18. He has appeared before the committee numerous times to discuss this request. <br />He said initially County Road 16 was paved east of Davenport and the road to the west was <br />prepared for hard surfacing. At the time, someone objected to paving the last 7.8 miles to <br />Highway 18. There is no opposition now and area residents would like the project to be <br />completed. Mr. Schroeder said two miles of the road to the west have ditches that he feels <br />are unsafe for drivers. Mr. Berndt said next year the road will be widened and the ditches <br />reshaped along the two miles in question and his department is in the process of acquiring <br />right of way for the project. Mr. Berndt estimates paving the entire 7.8 mile stretch of road <br />would cost approximately $4 million. <br /> <br />5. 2006 CONSTRUCTION PROJECTS, Approved <br />Mr. Berndt distributed a summary of the 2006 proposed construction projects to committee <br />members. The list includes three road projects and six bridge replacements. <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve the 2006 <br />construction projects as presented by the County Engineer. On roll call <br />vote, the motion carried unanimously. <br />
