Metro Flood Diversion Authority—August 31, 2017 1 <br /> <br />METRO FLOOD DIVERSION AUTHORITY <br />AUGUST 31, 2017—10:32 AM <br /> <br />1. MEETING TO ORDER <br />A special meeting of the Metro Flood Diversion Authority was held Thursday, August 31, 2017, <br />at 10:32 AM in the Fargo City Commission Room with the following members present: Fargo <br />City Commissioner Dave Piepkorn; Fargo City Mayor Tim Mahoney; Cass County <br />Commissioner Mary Scherling; Cass County Commissioner Chad M. Peterson; Cass County <br />Commission representative Darrell Vanyo; Moorhead City Council Member Joel Paulsen via <br />conference call; Clay County Commissioner Kevin Campbell; Clay County Commissioner Grant <br />Weyland via conference call; Cass County Joint Water Resource District Manager Rodger Olson <br />via conference call; and West Fargo City Commissioner Mike Thorstad. Moorhead City Council <br />Member Chuck Hendrickson was absent. <br /> <br />2. EXECUTIVE DIRECTOR, Second interview discussion; Jay Neider to be offered position <br />Board members participated in a second interview with finalist Jay Neider on Monday, August <br />28th and provided their comments. The consensus is that Mr. Neider is the candidate that stood <br />out from the three finalists, and the board supports hiring him as Executive Director. <br />MOTION, passed <br />Mr. Weyland moved and Mr. Vanyo seconded to hire Jay Neider for the <br />position of Executive Director for the Metro Flood Diversion Authority. On roll <br />call vote, the motion carried unanimously. <br /> <br />3. EXECUTIVE SESSION <br />North Dakota state law allows the board to meet in private session to consult with legal counsel <br />to discuss contract negotiations. <br /> MOTION, passed <br />Mr. Olson moved and Mr. Vanyo seconded that the Metro Flood Diversion <br />Authority meet in executive session pursuant to N.D.C.C. §44-04-19.1 to <br />discuss negotiating instructions to Co-Executive Directors, Executive <br />Director search firm representative, and general counsel regarding the <br />negotiating parameters for an offer of employment and employment contract <br />with the finalist selected for the position of Executive Director. On roll call <br />vote, the motion carried unanimously. <br /> <br />Diversion Authority board members, key administrative staff, and Attorney Katie Bertsch moved <br />to the River Room at 10:40 AM. <br /> <br />Moorhead City Mayor Del Rae Williams and Fargo City Commissioner Tony Grindberg arrived <br />after members moved to the River Room and also participated in the executive session. <br /> <br />The executive session ended at 11:10 AM, and the meeting was re-opened to the public. <br /> <br />4. NEXT MEETING <br />The next meeting will be held on Thursday, September 28, 2017. <br /> <br />5.
