Metro Flood Diversion Authority—May 11, 2017 1 <br /> <br />METRO FLOOD DIVERSION AUTHORITY <br />MAY 11, 2017—3:30 PM <br /> <br />1. MEETING TO ORDER <br />A special meeting of the Metro Flood Diversion Authority was held Thursday, May 11, 2017, <br />at 3:30 PM in the Fargo City Commission Room. The following members were present in <br />person: Fargo City Mayor Tim Mahoney; Fargo City Commissioner Dave Piepkorn; Cass <br />County Commissioner Chad M. Peterson; Moorhead City Council Member Chuck <br />Hendrickson; Clay County Commissioner Kevin Campbell; and West Fargo City <br />Commissioner Mike Thorstad. The following members were present via conference call: <br />Cass County Commissioner Mary Scherling; Cass County Commissioner Arland <br />Rasmussen; Moorhead City Council Member Joel Paulsen; Clay County Commissioner <br />Grant Weyland; and Cass County Joint Water Resource District Manager Rodger Olson. <br />Fargo City Commissioner Tony Grindberg and Moorhead City Mayor Del Rae Williams were <br />absent. Also present was Mark Nisbet from the Chamber of Commerce Business Leaders <br />Task Force. <br /> <br />2. AGENDA ORDER <br />MOTION, passed <br />Mr. Piepkorn moved and Mr. Peterson seconded to approve the order of <br />the agenda. Motion carried. <br /> <br />3. RECOMMENDED CONTRACTING ACTIONS <br />Ty Smith discussed a contract award, which was approved by the Finance Committee: <br /> <br /> Schmidt & Sons Construction, Inc. (WP 42E.2E – Schnell Drive and Oxbow Country Club <br />Removals)—removal of residential homes along Schnell Drive and removal of Oxbow <br />Country Club in the amount of $344,978.00 <br />MOTION, passed <br />Mr. Peterson moved and Mr. Hendrickson seconded to approve the <br />appropriation of funds for the outlined contract with Schmidt & Sons <br />Construction, Inc. Discussion: Mr. Campbell asked about the timeline. <br />Mr. Smith said the removals should be completed by early August. On <br />roll call vote, the motion carried unanimously. <br /> <br />Mr. Smith discussed a change order, which was approved by the Finance Committee: <br /> <br /> Industrial Builders, Inc. (Change Order 16 – Diesel Generator Modifications/2nd Street <br />Pump Station)—modifications to diesel generator, additional landscaping on south side <br />of 1st Avenue, Case Plaza striping modifications, and balance final quantities of unit rate <br />items in the amount of $101,473.05. <br /> <br />Mr. Peterson asked for a breakdown on how the costs will be distributed between the City of <br />Fargo and Diversion Authority. Bruce Grubb, Fargo City Administrator, said rather than have <br />two generators to provide backup power to the new 2nd Street pump station and City Hall <br />projects, a decision was made to purchase one for this location. Mr. Smith said the city hall <br />portion of the project provides enclosures. Mr. Peterson wants to ensure the costs are divided <br />fairly with the city paying for its portion and diversion paying its portion. <br />MOTION, passed <br />Mr. Peterson moved and Mr. Thorstad seconded to approve the <br />appropriation of funds for the outlined change order with Industrial <br />Builders, Inc. On roll call vote, the motion carried unanimously. <br />
