Correspondence from the North Dakota Division of Emergency Management regarding Superfund Amendments <br />and Reauthorization Act of 1986 was referred to Glenn Ellingsberg, Cass County Emergency Manager. <br />Mr. Eckert moved and Mrs. Stanton seconded to receive and file a letter of thanks from the Enderlin <br />Area Rescue Squad for the financial assistance they recently received from the 1987 County budget. <br />Motion carried. <br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman appoint Commissioner Eckert to serve <br />a committee regarding the insurance policy at Bonanzaville. Motion carried. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />APRIL 28, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Bonnie Johnson, Regional Child Support Enforcement Director, appeared before the Board with a <br />recommendation for staff replacement in her office due to the resignation of Jennifer Green. Mr. Larson <br />moved and Mrs. Stanton seconded that Bonnie Johnson be authorized to move Karen Putnam from the position <br />of Head Secretary to the position of Investigator in Pay Grade 7 at a salary of $1,406 per month to <br />replace Jennifer Green; to move Deb Fernandez from the position of Secretary to the position of Head <br />Secretary in Pay Grade 5 at a salary of $1,054 per month; and to hire a secretary in Pay Grade 5 at a <br />maximum of $1,000 per month. On roll call vote, the motion carried unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mrs. Stanton moved and Mr. Larson seconded <br />that the Cass County Electric Co -op be granted a utility permit to replace a faulty existing cable under <br />County Road 26. Motion carried. <br />Don Richards reported that employees of his department are working today on moving obsolete County <br />office equipment and furnishings to the Red River Valley Fairgrounds in preparation for the auction sale <br />of such property to be held Thursday, April 30th. <br />Discussion continued from last week on hiring staff replacement for the County Road Department. <br />Mr. Eckert stated that he does not favor hiring new employees at the same salary as the employees who <br />have worked in the department for a number of years. Mr. Wieland's concern is hiring new employees to <br />replace those who will not be retiring until fall. However, Mr. Richards stated that he normally would <br />be hiring temporary people during the summer, but will not be doing that at this time. He also stated <br />that his department is doing more work since the 10 -mill levy for road repair and construction was <br />approved. Mrs. Stanton feels Mr. Richards is doing a good job and should be allowed to run his <br />department. Mr. Eckert also questioned the method of advertising when positions are open, and <br />Mr. Richards stated that he does have a large volume of applicants in an active file that he referred to. <br />Mr. Wieland stated that the Commission will be suggesting that each department contact the North Dakota <br />Job Services when they have a position to be filled. <br />Mrs. Stanton moved and Mr. Sondrall seconded that County Engineer Don Richards be authorized to hire <br />an M -6 Operator IV in Pay Grade 10 at a salary of $10.50 per hour; to hire an M -5 Master Mechanic in Pay <br />Grade 8 at a salary of $9.76 per hour; and to hire an M -4 Chief Mechanic in Pay Grade 9 at a salary of <br />$9.86 per hour. At the call for the question and upon roll call vote, the motion carried with three <br />members voting "Aye Mr. Eckert and Mr. Larson opposing. <br />In accordance with Senate Bill 2380, which will become North Dakota law on July 1, 1987, <br />Mrs. Stanton moved and Mr. Eckert seconded that Cass County will permit the sale of wine and beer on <br />Sundays to qualified establishments upon application to the Cass County Commission and upon receipt of an <br />annual fee of $150.00. On roll call vote, the motion carried unanimously. <br />Administrative Assistant Scott Krueger presented a plant from Bob Ehlers and Associates of <br />Minneapolis in celebration of the Courthouse and South Wing Addition grand opening to be held May 1, <br />1987. <br />Mrs. Stanton moved and Mr. Eckert seconded to grant permission for out of state travel for Paul <br />White, County Social Services employee, to travel to St. Cloud, MN on May 1, 1987. Motion carried. <br />Mr. Larson reported that employees of the Social Services Community Survival Program requested <br />compensation for time when they are carrying pagers. Employees of the Child Protective Services receive <br />compensation for carrying pagers, but Mrs. Stanton stated that these people are involved in emergency <br />situations. Motion was made by Mrs. Stanton and seconded by Mr. Larson that employees of the Community <br />Survival Program not be compensated for carrying pagers.
