Serv. req. <br />addtl. parking <br />spaces when no <br />other space avlble. <br />Alcoholic beverage <br />sale allowed <br />on Sundays for <br />qualified estblshmts <br />Parking permits <br />for jurors referred <br />to Sheriff <br />a <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />APRIL 21, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />The Chairman stated that members of the Commission met informally earlier today to discuss job <br />descriptions of a financial analyst position and a personnel manager position. He felt that there are <br />three areas which need to be pursued before making a decision on hiring a personnel manager, these being <br />to direct Administrative Assistant Scott Krueger to contact other counties on their procedure, to pursue <br />conversations with the City of Fargo, and to contact professional personnel consultants asking them what <br />services they offer and what their fees would be. Mr. Eckert moved and Mrs. Stanton seconded that Scott <br />Krueger pursue the three areas as outlined above and report back to the Commission in 30 days. Motion <br />carried. <br />After discussion on combining some of the personnel duties with the position of financial analyst, <br />Mrs. Stanton moved and Mr. Larson seconded to create the position of financial analyst /personnel <br />technician with a pay grade and salary range to be determined at the next meeting after receiving a <br />recommendation from the Salary Review Committee. After further discussion and at the call for the <br />question, the motion carried unanimously. <br />Mr. Larson moved and Mr. Sondrall seconded to grant out of state travel for Kathy Suedel to <br />St. Cloud, MN on the date of April 27, 1987. On roll call vote, the motion carried unanimously. <br />County Engineer Don Richards appeared before the Board with a request for approval to hire three <br />staff replacements at this time for employees who will be retiring this fall. Sheriff Don Rudnick, <br />Chairman of the Salary Review Committee, provided copies of the committee's recommendations, which <br />included that the position of M -5 Master Mechanic remain in Pay Grade 8, the position of M -4 Chief <br />Mechanic remain in Pay Grade 9, both at the same salaries as the persons retiring; and that the position <br />of M -6 Operator IV be raised from Pay Grade 8 to Pay Grade 10. After discussion, motion was made by <br />Mr. Larson to approve staff replacement for all three positions but that the position of M -6 Operator IV <br />remain in Pay Grade 8. The motion failed for lack of a second. Motion was made by Mrs. Stanton that the <br />County Engineer be authorized to hire the M -5 Master Mechanic and M -4 Chief Mechanic at starting salaries <br />as recommended by the Salary Review Committee. Mr. Eckert stated that he would like to delay action for <br />one week on all three positions. Mrs. Stanton's motion failed for lack of a second. Discussion followed <br />on hiring procedures used by the County Engineer and by other County departments. Motion was made by <br />Mr. Eckert and seconded by Mr. Larson to delay action for one week on the request from the County <br />Engineer for the three positions. Motion carried. <br />The Chairman declared a recess for the purpose of a meeting of the Cass County. Building Authority <br />and upon reconvening, Mrs. Stanton moved and Mr. Larson seconded to approve Building Authority action on <br />change orders E -11 in the amount of $122.00 and E -12 in the amount of $2,788.00; and approval of <br />Disbursement Direction #23 in the amount of $178,641.34. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve change order E -15 to the Dakota Electric <br />Construction Company in the amount of $287.00. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that the County Auditor be authorized to pay the South <br />Wing lease payment in the amount of $631,792.54, which includes Trustee Fees. On roll call vote, the <br />motion carried unanimously. <br />Scott Krueger reported that States Attorney Robert Hoy has reviewed the contract with Steve Poulson, <br />Architect and Associates of Kansas City, for the needs analysis /site proposal for the proposed combined <br />law enforcement center. Mr. Larson moved and Mrs. Stanton seconded that the County approve the general <br />tenor of the contract, authorize the Law Enforcement Center Committee to execute the contract, and <br />indicate agreement to be bound by the proportionate share of the cost, this being $18,050.00. On roll <br />call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to appoint Scott Krueger <br />to the Combined Law Enforcement Center Committee. Motion carried. <br />A Certificate of Compliance for the Cass County Juvenile Detention Center was received from the <br />North Dakota Attorney General and referred to Sheriff Don Rudnick. <br />A request was received from the County Social Services Department for parking in the public parking <br />area of the Courthouse north parking lot for homemakers who are transporting elderly clients, if no other <br />space is available near the Courthouse. The Chairman will discuss the request further with the Social <br />Services Director. <br />Correspondence was received from the States Attorney enclosing a copy of Senate Bill 2380, which <br />will become effective on July 1, 1987, concerning sale of alcoholic beverages on Sundays in an eating <br />establishment which has an on -sale liquor or beer license. Copies will be referred to each Commissioner. <br />Correspondence from Richard Sletten, District Court Administrator, regarding parking permits for <br />jurors will be referred to the Sheriff. <br />
