On roll call <br />unanimously. <br />and Mr. Larson seconded to allow the Heritage Society to conduct a public tour of <br />area on Sunday, May 17th, the details for security to be worked out at a later <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 17, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Attorney Steven Aakre from the Serkland Law Office appeared before the Board on behalf of <br />Coordinated Living Services, a non-profit corporation owned by St. Luke's Association and Bethany <br />Homes, Inc. requesting tax exempt MIDA Bonds not to exceed ten million dollars for the purpose of <br />constructing a housing and services center for elderly persons in Fargo. Mr. Larson stated that he would <br />have no problem with the County sponsoring the MIDA Bonds, but he would prefer that they did not file for <br />a property tax exemption. Mrs. Stanton stated that the County Commission has not required other <br />recipients of MIDA Bonds to pay property taxes if they are eligible for an exemption under State law. <br />States Attorney Robert Hoy informed the Commission that Riverview Place, Inc., a retirement facility <br />south of Fargo, has filed for a property tax exemption. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve the RESOLUTION RELATING TO THE ISSUANCE OF <br />HOUSING FACILITIES REVENUE BONDS; CALLING A PUBLIC HEARING (Resolution #1987 -5 on file in the Cass County <br />Auditor's Office) to be held on April 7, 1987, at 9:30 A.M. in the County Commission Room at the Cass <br />County Courthouse. The motion carried on roll call vote with four members voting "Aye Mr. Larson <br />opposing. <br />Upon the request of Jim Berglie, Supervisor of the Community Survival Program, Mrs. Stanton moved <br />and Mr. Sondrall seconded that County Social Services be authorized to hire one additional homemaker for <br />the Community Survival Program. On roll call vote, the motion carried unanimously. <br />Tom Jensen, County Social Services Director, expressed concern over proposed legislation calling for <br />budget cuts for the Human Services Department because of the fiscal impact on Cass County. <br />Mr. Eckert moved and Mr. Larson seconded to receive and file the annual audit report of the Cass <br />County Historical Society, as presented by Mr. Ken McIntyre. Motion carried. Mr. McIntyre apologized <br />for not reporting to the County Commission prior to the start of construction of a new building at <br />Bonanzaville. The County has requested notification for insurance purposes from Bonanzaville and the Red <br />River Valley Fair Association prior to construction of any buildings on the County's property. <br />Mrs. Stanton moved and Mr. Larson seconded that Chairman Wieland be authorized to write a letter to the <br />President of the Cass County Historical Society requesting a meeting to discuss property insurance and <br />related matters. Motion carried. Mr. McIntyre suggested inviting members of the Red River Valley Fair <br />Association, and Mr. Wieland asked him to contact their president. <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following Officer's Reports for <br />February, 1987. Motion carried unanimously. <br />Clerk of Court 5,575.75 <br />County Court $25,868.49 <br />Register of Deeds $16,726.55 <br />Sheriff 5,715.10 <br />Veterans Service Office <br />County Engineer Don Richards reported on the quarterly meeting of the East Central County <br />Commissioners Association, which he and Mr. Sondrall attended in Barnes County. <br />Mr. Sondrall moved and Mrs. Stanton seconded to accept the proposed County Road and Bridge <br />Construction Program for 1987 as outlined by the County Engineer. Motion carried. <br />Sheriff Don Rudnick appeared before the Board as Chairman of the Salary Review Committee, and he <br />presented a number of "Salary and Pay Grade Forms" for the Commission's consideration. <br />Mrs. Stanton moved and Mr. Eckert seconded to authorize the Chairman to sign the forms approving two <br />changes in Pay Grade 2 for the Clerk of District Court's Office. On roll call vote, the motion carried <br />unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to grant approval for the hiring of Alana Skogen as <br />County Court Recorder in Pay Grade 5 at a salary of 1,205.00 per month and for the hiring of Stephanie <br />Thompson as Probate Clerk of Cass County Court in Pay Grade 3 at a salary of $900.00 per month.
