PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 24, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />The Chairman assisted with the unveiling of a painting in the Commission Room of the main street of <br />the City of Casselton in approximately the year 1891. The painting was done by Dr. Philip Thompson, who <br />completed the art restoration in the Courthouse dome area last year, and the painting is on loan to Cass <br />County by the Tintes family of West Fargo. <br />Upon request of the Tower Corporation, with approval by States Attorney Robert Hoy, Mr. Larson moved <br />and Mrs. Stanton seconded that the Chairman be authorized to sign the agreement between the Tower <br />Corporation and Cass County to extend the closing date of the Cass County Annex building from March 1st <br />to April 1st, 1987. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Tower Corporation be authorized to place a 4' X <br />8' sign on the Annex building for leasing purposes, prior to the date of closing. Motion carried. <br />Mr. Rick Lane from the F -M Metropolitan Council of Governments appeared before the Board for any <br />input on the 32nd Avenue South bridge study. He stated that it is an informational type of study, and <br />they are not seeking action by any commissions. <br />Upon the recommendation of County Engineer Don Richards, Mrs. Stanton moved and Mr. Sondrall <br />seconded that Cass County request the State Highway Department to award the low bid for bituminous road <br />surfacing on County Road 5 south of Wheatland to F -M Asphalt, Inc., in the amount of $498,265.55. On <br />roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mrs. Stanton seconded that the County Engineer be authorized to place weight <br />restrictions on County roads at the same time as the State Highway Department. Motion carried. <br />Upon the recommendation of the County Engineer, Mr. Sondrall moved and Mrs. Stanton seconded to <br />grant three utility permits to the Northwestern Bell Telephone Company near County Roads 18 and 81 south <br />of Fargo. Motion carried. <br />The Chairman requested Don Richards to review the possibility of a low -water crossing to replace a <br />bridge which is in need of repairs by the Dalrymple farm near Casselton. <br />The Chairman will respond to correspondence received from Mr. Harry Halvorson concerning the <br />condition of Cass County Road #31 north of Fargo. <br />District Court Judge Norman Backes appeared before the Board to report that County Court Judge <br />Donald Cooke talked to him last week about certain personal problems that he has. They discussed certain <br />methods that he could use to deal with the problems, and he informed Judge Backes that he will be taking <br />a leave of absence for approximately 4 weeks. Judge Backes stated that the County Court is current in <br />their cases. The District Court has assisted County Court in the past and will continue to do so <br />whenever they can. Mrs. Stanton asked what would happen if the District Court cannot assist, and Judge <br />Backes stated that County Court may fall somewhat behind but he did not believe they would fall more than <br />30 days behind. <br />The Commission set a tentative date of May 1, 1987, for the Courthouse open house and dedication. <br />Mr. Larson moved and Mrs. Stanton seconded to accept the resignation of County Court Reporter Janet <br />Honek effective March 6, 1987, and that further discussion be held to justify the need for a replacement. <br />Motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to authorize payment of the bill to Peter Geron for <br />painting and decorating in the amount of $2,862.40, subject to verification of the amounts by the <br />Administrative Assistant. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to grant approval for a raffle <br />Circle of St. Peter Lutheran Church, Leonard, on the date of August 30, <br />unanimously. <br />Upon the request of County Auditor Ordelle Brua, Mrs. Stanton moved and Mr. <br />be allowed to have four people serve as a Canvassing Board on election night for <br />State -wide Special Election.
