PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. Stanton reported that County Judge Cynthia Rothe recommends that the County purchase the GYYR <br />Court Recording equipment, to replace a Court Reporter position, because this system would be more <br />compatible with other counties. Mrs. Stanton moved and Mr. Eckert seconded that Cass County Court Judge <br />Cynthia Rothe be authorized to purchase the GYYR System for court recording equipment, to be paid from <br />the Capital Projects budget line item, at a cost not to exceed $9,674.72. The motion carried on roll <br />call vote with four members voting "Aye and Mr. Larson opposing because of the cost. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive the letter from Johan Finley seeking a <br />position on the County Social Services Board, and to file it for future reference. Motion carried. <br />Mrs. Stanton moved and Mr. Sondrall seconded to receive and file the letter from Howard Barlow, <br />Lutheran Social Services of North Dakota, regarding the Island Park Activity Center. Motion carried. <br />Mr. Wieland reported that the County Commissioners discussed 1987 employee salaries earlier today <br />and reluctantly will not be offering any pay raises in the next 60 -90 days. Motion was made by <br />Mr. Larson and seconded by Mrs. Stanton that the County Commission will not authorize any pay increases <br />for the next 90 days, but they will review it following the 1987 State Legislative Session when more <br />information has been gathered on potential cut -backs in State funding. Motion carried. <br />Mrs. Stanton reminded the Commission that salaries of elected officials were dropped to State <br />minimums effective January 1, 1987, due to the possibility that a person with limited experience could be <br />elected to a County position. Mr. Larson asked Scott Krueger to gather information for next Tuesday on <br />base salaries of elected officials. <br />Mrs. Stanton moved and Mr. Larson seconded that Scott Krueger be authorized to pursue the idea of <br />making a brown -bag lunch area and an employees lounge in the present lunchroom after it is re located to <br />the South Wing, and bring back a proposal to the Commission. Motion carried. <br />Mr. Wieland asked the Commissioners to consider further restrictions on smoking tobacco in County <br />buildings. He suggested creating a No Smoking" policy in all areas of the Courthouse, with the <br />exception of areas in the lunchroom. Mrs. Stanton also suggested discussing consumption of food and <br />beverages in offices, and also hanging things on walls and from ceilings. The Chairman set the date of <br />next Tuesday, January 13th, for a hearing on future policies on the above items. <br />Mrs. Stanton also reminded the Commission of a motion on record stating that Sheriff Don Rudnick <br />would no longer have free housing in the Sheriff's Residence located next to the County Jail after <br />January 1, 1987. Mr. Eckert stated that he has visited with Sheriff Rudnick about this, and Mr. Larson <br />will also talk to him and report back to the Commission in two weeks. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to send letters to the <br />County employees who are in violation of the parking rules on the north side of the Courthouse north <br />parking lot. Motion carried. Mr. Wieland and Mr. Eckert will meet with the Sheriff to discuss a parking <br />permit system, and report back to the Commission. <br />Mr. Eckert moved and Mrs. Stanton seconded to extend the Environmental Systems <br />with Peterson Mechanical Company to April 1st on the same basis as the previous year. <br />the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to <br />Cass County elected officials and department heads asking for voluntary restraints <br />expenditures, due to potential cut-backs in State funding. Motion carried. <br />Mr. Eckert received Commission approval to contact the railroad company or the Public <br />Commission on the criteria being used for updating railroad crossing signals in Cass County. <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />Maintenance Contract <br />On roll call vote, <br />send a letter to all <br />on travel and other <br />Service <br />JANUARY 13, 1987 <br />Chairman Alon Wieland called the meeting to order with four members present as follows: Oscar <br />Sondrall, Jeannette Stanton, Ray Larson and Alon Wieland. Don Eckert was attending State Legislative <br />hearings in Bismarck. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Larson moved and Mr. Sondrall seconded that the Chairman be authorized to sign the Mental Health <br />Public Defender contract with the Ottmar and Ottmar Law Firm of Jamestown, ND, in the amount of $3,600 <br />for the year 1987. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign <br />Resolution #1987 -1 as presented by John Meyer, Veterans Service Officer, concerning cancellation of 1986 <br />taxes for certain disabled veterans or widows of veterans with certain disabilities.
