Dept. auth. to <br />purchase new pick- <br />up <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. Stanton moved and Mr. Larson seconded that Vouchers No. 61,576 through No. 62,403 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Upon the request of the County Auditor, Mr. Larson moved and Mrs. Stanton seconded to combine <br />Stanley Township #2 voting precinct with Barnes Township #1 to vote at the Atonement Lutheran Church for <br />the 1986 Primary and General Elections. On roll call vote, the motion carried unanimously. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 18, 1986 <br />Chairman Alon Wieland called the meeting to order and upon roll call, all members were present. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Sondrall moved and Mr. Eckert seconded that Commissioners Jeannette Stanton and Ray Larson <br />along with Sheriff Don Rudnick be appointed to a committee to meet with the City of Fargo to discuss a <br />combined City- County law enforcement center. Motion carried. <br />Correspondence was received from Robert Hoy, States Attorney, regarding County Home Rule under <br />Chapter 11 -09.1 of the North Dakota Century Code. Mr. Larson made a motion to begin drafting a home rule <br />charter for Cass County. Mrs. Stanton seconded the motion for discussion, but she suggested appointing a <br />committee to study the feasibility of hone rule in the County before deciding to draft a charter. <br />Mr. Larson withdrew the motion and Mrs. Stanton withdrew the second. <br />Discussion followed on qualifications needed to serve on a committee to study the feasibility of <br />home rule, and Mr. Eckert stated that he would not be ready to name people or categories of people that <br />should be involved. Motion was made by Mrs. Stanton and seconded by Mr. Sondrall that the Commission <br />appoint a committee to study the feasibility of home rule in Cass County. The motion carried on roll <br />call vote with four members voting "Aye and Mr. Eckert opposing. <br />Mr. Larson moved and Mr. Eckert seconded to receive and file the following Officer's Reports for <br />February, 1986: Motion carried unanimously. <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />5,047.00 <br />$22,485.56 <br />$13,445.10 <br />7,110.63 <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign the County Deed <br />for the sale of the West 5' of Lot 8 and all except the West 2' of Lot 9, Block 5, Stockyards Corner <br />Addition in the City of Riverside for $1.00 to the City of Riverside; and to cancel the 5 -year delinquent <br />taxes in the amount of $4,457.17. On roll call vote, the motion carried unanimously. <br />The County Auditor noted that in June, 1985, the Commission voted not to deduct health insurance <br />premiums from employees' payroll for the remainder of 1985. The Commission did not take action on it in <br />January, 1986 so it was not deducted for January or February. Mrs'. Stanton felt that the employees <br />should contribute something on the health insurance. Mr. Wieland suggested not deducting anything for <br />the first six months of 1986. <br />Mr. Larson moved and Mrs. Stanton seconded that no payroll deductions be made for health insurance <br />for the first three months of 1986; but that deductions of $2.00 for a single policy, $5.00 for a single <br />with dependents policy, and $10.00 for a fancily policy be made each month for the next six months; and <br />that the Commission review the financial position of the health Insurance account for the last three <br />months of 1986. The motion carried on roll call vote with four members voting "Aye Mr. Wieland <br />opposing. <br />Upon the recommendation of County Engineer Don Richards, Mr. Larson moved and Mrs. Stanton seconded <br />to accept all bids for annual supplies for the period of March 11, 1986 through March 11, 1987; and <br />instruct the Road Department to use the bids to the best advantage of the County in cost savings. On <br />roll call vote, the motion carried unanimously. <br />The County Engineer reported that load limits on County roads went into effect at 12:01 A.M. today. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign a contract with <br />Dakota Bridge Company for bridge replacement project BRO 9(12) over the Wild Rice River near Wild Rice, <br />North Dakota, at a cost of $324,985.18. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign necessary <br />utility permits with the Northwestern Bell Telephone Company in connection with the bridge replacement <br />project BRO 9(12). On roll call vote, the motion carried unanimously. <br />Upon the recommendation of the County Engineer, Mr. Larson moved and Mrs. Stanton seconded to <br />purchase a 1986 diesel crew cab pick -up from Hall GMC for a trade difference of $11,870.00. On roll call <br />vote, the motion carried unanimously. <br />
