PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JANUARY 2, 1986 <br />Chairman Ray Larson called the meeting to order with four members present, Oscar Sondrall being <br />absent. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />The Chairman presented a Certificate of Appreciation from the Federal Emergency Management Agency <br />to Gordon Sletmoe for his work as Cass County Disaster Emergency Services Director. Mr. Eckert moved and <br />Mr. Wieland seconded to receive and file the letter from the Regional Director which accompanied the <br />certificate. Motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve partial payment #3 in the amount of $9,500.00 <br />to West Fargo Plumbing Heating and to approve partial payment #2 in the amount of $4,635.00 to Dakota <br />Electric Construction Company from the Extra Ordinary Outlay fund. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Eckert <br />Instrument for Daniel Halland, and authorize <br />vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert <br />Self Funding /Stop -Loss Agreement with Blue <br />health insurance consultant, Dan Martinsen. <br />The Board requested that Commissioner Eckert obtain <br />nominatin of the Cass County Courthouse, Jail and Sheriff's <br />State Historic Sites Registry. <br />The Chairman read a letter from Robert Pope, Commercial <br />Cass County's specifications for environmental systems and <br />Commission informed Mr. Pope that the specifications will be <br />the contract could be made if agreed upon by both parties. <br />Scott Krueger, Administrative Assistant, inquired whether all bidders were aware of Addendum #1 <br />changing the bid opening date to January 2, 1986; and Addendum #2 changing the contract period from 2 <br />years to one year. A representative of- Peterson Mechanical was present and stated that they were not <br />aware of Addendum #2, and he stated that his bid should be divided in half because it was based on a <br />2 -year contract. <br />The following bids were received for Environmental Systems and Fire Safety Equipment Maintenance at <br />the Cass County Courthouse, Jail, Detention Center and Annex for one year: <br />Base Bid <br />Honeywell $23,976.00 <br />Peterson Mechanical, Inc. $23,470.00 <br />Johnson Controls, Inc. $23,506.00 <br />Mrs. Stanton moved and Mr. Eckert seconded that the above bids be referred to Commissioners Larson <br />and Wieland and to the Administrative Assistant for evaluation and recommendation next Tuesday. Motion <br />carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that Vouchers No. 59,789 through No. 60,635 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />The Chairman called for discussion on having the Administrative Assistant and the newly hired Data <br />Processing Manager report directly to the Commission so there will not be any misunderstandings. <br />Mr. Wieland stated that the Administrative Assistant operates under the Auditor's Office even though he <br />reports directly to the Commission, but Mr. Wieland feels it should be an independent situation. The <br />County Auditor stated that Scott Krueger is a Deputy under her department. Discussion will continue next <br />Tuesday. <br />In response to a memo sent by the Administrative Assistant on income received by department heads <br />other than their annual salary, three letters were received. The County Sheriff reported that his wife <br />will clear $15,000 $18,000 for 1985 for food service in the County Jail, and he valued the housing <br />furnished to him at $6,000 per year. County Court Judges Donald J. Cooke and Cynthia A. Rothe stated <br />that as of January 1, 1986, marriages performed by them will not occur during regular working hours. The <br />County Auditor reported extra compensation from the 1985 game and fish license fees at $4,864.95, per <br />Section 20.1 -03 -17 of the North Dakota Century Code. Mr. Eckert moved and Mrs. Stanton seconded to <br />receive and file the three letters from the department heads. Motion carried.
