Motion <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />The following bids were received for two tandem axle dump <br />Red River International <br />W.W. Wallwork <br />Midwest Mack, Inc. <br />Hall GMC, Inc. <br />Peterbilt of Fargo <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />APRIL 16, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Wieland seconded that the minutes of the previous meeting be approved as <br />carried. <br />Upon the request of the County Maintenance Department, Mr. Wieland moved and Mrs. Stanton seconded <br />that the County purchase a Model 1822 Grasshopper lawn mower /snow remover with attachments for a net bid <br />of $5,384.00 with payment to be made after January 1, 1986. Mr. Wieland amended his motion to include <br />also purchasing a double -wide snowmobile trailer for $150.00. On roll call vote, the motion carried <br />unanimously. <br />Mr. Tom Cameron from Employee Assistance Program Consultants, Inc. appeared to explain their <br />program of helping employees resolve or minimize any personal problem they have that is impacting their <br />job. The cost for such a program would be $1.50 per employee per month plus a cost of approximately <br />$200.00 as a onetime implementation fee for supervisor training. The Commission requested the County <br />Auditor to provide an accurate number of the County's employees, and Mr. Larson suggested input from the <br />employees as to the need for such a program. <br />Mr. Rudy Radke, County Extension Agent, and Kelly Bergo, Extension Home Economist, appeared before <br />the Board to request a leave of absence for Kelly Bergo to complete a Master Degree in Speech <br />Communications at NDSU. Mrs. Stanton moved and Mr. Sondrall seconded that Kelly Bergo be granted a leave <br />of absence from her position as Cass County Home Economist for the period of December 1, 1985 to <br />November 30, 1986; and that she receive a letter from the County to this effect. On roll call vote, the <br />motion carried unanimously. <br />trucks for the County Road Department: <br />$108,608.00 <br />$106,044.76 <br />$129,040.00 <br />$101,852.00 <br />$121,219.16 <br />Mr. Wieland moved and Mrs. Stanton seconded that the above bids be referred to the <br />Road Superintendent for tabulation and recommendation to the Commission next week. On roll call vote, <br />the motion carried unanimously. <br />Mr. Wieland moved and Mr. Sondrall seconded to reappoint Mr. Kent Zabel to the Cass County Special <br />Assessment Commission for a six -year term to expire in April, 1991. On roll call vote, the motion <br />carried unanimously. <br />Mr. Iry Rustad from the Lake Agassiz Regional Council presented forms which need to be signed for <br />the Community Development Block Grant for Kindred True Value Hardware. Robert Hoy, States Attorney, <br />still has some reservations about the County's involvement in this project, and he stated that he <br />prepared a memorandum of understanding which he sent to the State of North Dakota holding Cass County <br />harmless from any liability involved with this particular loan. Mrs. Stanton moved and Mr. Eckert <br />seconded that the Chairman be authorized to sign the Designation of Depositary, Justification for <br />amendment of CDBG grant agreement, Documentation of Environmental Assessment, the loan agreement and the <br />Memorandum of Understanding. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the County Auditor and the Administrative Assistant <br />sign the authorized signature card and the CDBG request for payment form on the Community Development <br />Block Grant for the Kindred True Value Hardware. On roll call vote, the motion carried unanimously. <br />Discussion continued on the cemetery relocation at Trollwood Park in north Fargo. Jon Ness from <br />the Fargo- Moorhead Metropolitan Council of Governments presented a timetable of events and a list of <br />items which are grant requirements. He requested the Commission to determine what amount the County <br />would be willing to contribute as a local match, and it was suggested that the County contribute <br />$28,735.00 which is the estimated cost of moving 25 graves. Mr. Ness stated that the County should know <br />by May 6th or May 7th whether they will receive the grant from the CDBG Emergency Fund. <br />Motion was made by Mrs. Stanton that the Chairman be authorized to sign the following documents for <br />the grant application: Authorization by Certifying Representative, Resolution of Sponsorship, <br />Displacement of Policy Statement, State Assurances, General Assurances, Resolution of Concern (stating <br />that the cemetery situation is of an emergency nature), and Commitment of County funds; and that <br />$28,735.00 be committed by Cass County as the local share. Mr. Eckert seconded the motion but he feels <br />that the County should only move those graves which are in immediate danger and then work on a long -range <br />plan for the area. At the call for the question, the motion carried on roll call vote with four members <br />voting "Aye" and Mr. Eckert opposing. <br />Mr. Wieland moved and Mrs. Stanton seconded that the Commission is in agreement with the figures <br />used in Appendix D of the information presented by Jon Ness this morning for moving all 365 remains to <br />another cemetery, the total estimated cost being $160,990. On roll call vote, the motion carried <br />unanimously. <br />
