Services employ <br />ees granted out -of- <br />state travel <br />Mrs. Stanton moved and <br />$1,013.00 for the topographic <br />call vote, the motion carried <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />MARCH 5, 1985 <br />Chairman Ray Larson called the meeting to order with four members present, Mr. Wieland being <br />absent. <br />Mr. Eckert moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Discussion was held on the policy for closing County offices during winter storm conditions. The <br />Chairman declared that all County offices should remain open in spite of yesterday's blizzard warning by <br />the National Weather Service, and he stated that those employees who could not get to work would lose an <br />earned vacation day. firs. Stanton stated that the County's policy calls for the Chairman of the County <br />Board and the County Auditor to decide whether County offices should be closed during a storm. She <br />stated that perhaps three people should be involved in making this decision in case of conflicting <br />opinions, as happened yesterday. <br />County Court Judge Cynthia Rothe was present, and she questioned having a policy which forces <br />employees to assume the risk of getting to work during a storm or losing the benefit of one day of <br />vacation if they choose not to take the risk. She felt that it is also unfair to the public because the <br />County is giving the impression that the Courthouse is operating as normal even though some departments <br />may not be fully staffed or may be closed, as in the case yesterday of State offices within the <br />Courthouse. Chairman Larson suggested placing the matter on the agenda for next Tuesday when all <br />Commissioners are present. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign the necessary <br />documents with AT &T Information Systems for ordering the telephone switch at a cost of $108,573.75, <br />pending approval of the contracts by the States Attorney. On roll call vote, the motion carried <br />unanimously. <br />Scott Krueger, Administrative Assistant, reported that the financing plan and building construction <br />plan for a southside addition to the Courthouse has been given preliminary approval for the insurance of <br />mortgage revenue bonds to be sold at 6}4 interest by a Cass County building authority, which will include <br />two County Commissioners and another individual. <br />Mr. Eckert moved and Mrs. Stanton seconded that the Commission intends to self insure the County's <br />unemployment compensation, and that Scott Krueger contact the eight other Counties who indicated some <br />interest to see if they wish to join Cass County and to notify us in two weeks if they do. On roll call <br />vote, the motion carried unanimously. <br />Mr. Eckert seconded to pay the bill to Houston Engineering in the amount of <br />site survey for the proposed south side addition to the Courthouse. On roll <br />unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve Vouchers No. 51,577 through No. 52,359 with <br />the exception of Vouchers No. 51,892, 52,122, 52,212 and 52,320 to AT &T Information Systems because of <br />the contract signed with them this morning for the purchase of a telephone switch. On roll call vote, <br />the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded that Steve Grindberg, County Road Superintendent, be <br />authorized to advertise for bids for two tandem dump trucks for the Road Department. On roll call vote, <br />the motion carried unanimously. <br />Mr. Roger Fenstad from the Moore Engineering Company was present to report that he and Steve <br />Grindberg met with the people in Harwood last Friday regarding the bridge which was closed between <br />Sections 21 -22, Harwood Township. Mr. Fenstad stated that there is no question that the bridge should be <br />closed due to its poor condition, and the people in the area did not disagree with their findings. The <br />Commission again considered the options for this location, and discussion will continue next Tuesday. <br />Committee reports were given. <br />Mrs. Stanton moved and Mr. Eckert seconded to authorize out of state travel for Beverly Bohn and <br />Kathy Suedel, Social Services employees. On roll call vote, the motion carried unanimously. <br />On motion by Mr. Eckert and seconded by Mrs. Stanton, the meeting was adjourned. <br />
