Annual Reprot <br />6221 PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />NOW, THEREFORE, BE IT RESOLVED that amounts on deposit in the Fund shall be used solely for the <br />purposes set forth above. <br />AND BE IT FURTHER RESOLVED, that such amounts shall not be withdrawn from the Fund without the <br />approval of this Board. <br />The provisions of the foregoing Resolution are hereby made effective as of the date hereof. <br />Dated at Fargo, North Dakota, this 22nd day of January, 1985. <br />Mr. Eckert brought in several matters from Road Superintendent, Steve Grindberg. Upon his <br />recommendation, Mr. Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign the <br />request for Federal Aid for bituminous surfacing of 5.9 miles on the County road from Chaffee east to <br />State Highway 18. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign two requests <br />for Federal Aid on a bridge project in Sections 7 -18, Maple River Township; and a bridge <br />replacement project in Sections 22 -23, Gill Township. On roll call vote, the motion carried unanimously. <br />Regarding a second engineer's opinion on the bridge north of Harwood in Sections 21 -22, Harwood <br />Township, Mr. Eckert stated that Steve Grindberg received an estimate of $3,000 $5,000 for a new study, <br />which includes core samples. Mrs. Stanton moved and Mr. Eckert seconded to authorize Steve Grindberg to <br />hire an engineer to do a second study without soil borings at this time, at a cost not to exceed <br />$1,500.00. On roll call vote, the motion carried unanimously. <br />A committee report was given by Commissioner Sondrall on a meeting of the Southeastern North Dakota <br />Community Action Agency. <br />On motion by Mrs. Stanton and seconded by Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />JANUARY 29, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mr. Eckert moved and Mr. Wieland seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Donald C. Halmrast, Regional Manager of Professional Window House Cleaning, Inc. appeared to <br />inform the Commission that he has merged with the Gem Cleaning Services and will honor all contracts or <br />agreements for the year 1985. Mr. Eckert moved and Mr. Sondrall seconded to accept the transfer of the <br />janitorial cleaning services at the Cass County Courthouse and the Annex from Gem Cleaning Services to <br />Professional Window and House Cleaning, Inc.; and to receive and file the Certificate of Insurance. On <br />roll call vote, the motion carried unanimously. <br />Commissioners Eckert and Larson will be investigating the use of electronic court reporting <br />equipment for the County, and they will report back to the Commission in one month. Jack Kolbinger, <br />District Court Reporter, encouraged the Commissioners to talk to the County Court Reporters during their <br />investigations. <br />Discussion was held on the County Cemeteries near Trollwood Park in north Fargo. Mrs. Stanton <br />reported that there are approximately 1,000 bodies buried in this area, and a portion of the area is <br />sliding toward the Red River. She stated that it is critical that 550 bodies be moved, but most <br />desirable that 850 bodies be moved. The Commission recognizes that a problem exists and further <br />discussion was held. Mr. Wieland moved and Mr. Sondrall seconded to direct the Cass County Social <br />Services and all funeral homes to cease burial at the Trollwood Cemeteries until the County can obtain an <br />alternate site; and that Cass County request the Metropolitan Council of Governments to take preliminary <br />steps to obtain an Emergency Community Development Block Grant to relocate the cemeteries. On roll call <br />vote, the motion carried unanimously. <br />Applications for County Beer and Liquor Licenses were submitted by James E. Bastien for the <br />establishment in Wild Rice, North Dakota. A letter of approval was received from the Chairman of the <br />Stanley Township Board. Mr. Sondrall moved and Mr. Eckert seconded to approve the issuance of a County <br />Beer and Liquor License to James E. Bastien for the establishment at Wild Rice for the year 1985, subject <br />to approval of the County Sheriff's Department. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Wieland seconded that the Chairman and the Auditor be authorized to sign <br />a Corrective County Deed to John P. Rohrman for property in the City of Fargo. On roll call vote, the <br />motion carried unanimously. <br />Mr. Wayne Colberg, County Weed Control Officer, reported on the program for eradicating noxious <br />weeds in Cass County. He expressed appreciation for the cooperation of Steve Grindberg, County Road <br />Superintendent; and the Commission commended Mr. Colberg for his expertise in the area of weed control. <br />Sheriff Don Rudnick submitted a written annual report of his department. Mr. Larson stated that he <br />would like to work with the Sheriff on the feasibility of the County purchasing cars for the Civil <br />Division. <br />
