Patrol <br />Car for public mtgs. <br />prior to June Primarr <br />Election <br /> <br />Site Auth. renewal <br />for F-M Community <br />Theater <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 22, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br /> <br />Mr. Ken Mcintyre presented a statement on behalf of a committee organized for the purpose of <br />actively supporting the proposed program for repair of streets, roads and bridges in Cass County. <br />The Committee commended the County Commission for proposing a Road Program, and stated that they <br />intend to raise funds to be spent on informing voters of the necessity of approving the proposed road <br />mill levy question which will be on the June Primary Election Ballot. <br /> <br />Mr. Dave Olson from the Harwood Area Volunteer Fire Department appeared before the Board to <br />again express an interest in acquiring County right of way property south of County Road 22 near <br />Harwood, North Dakota. The Commission previously received an opinion from the States Attorney's <br />Office that the County Commission can dispose of this property by public sale with competitive bidding <br />if the apparent value is in excess of $1,000.00. The Board requested Robert Hoy, States Attorney, <br />and Steve Grindberg, County Road Superintendent, to draft a notice of sale stating the legal <br />description of this property, excluding any easements which the County Road Department feels they <br />need to retain. <br /> <br />Upon the recommendation of Mr. Grindberg, Mr. Eckert moved and Mr. Wieland seconded that the <br />Chairman and the Auditor be authorized to sign the Construction Engineering Services Agreement for <br />the project 5.5 miles east and 2.5 miles north of Gardner on County Road 31, with the Moore <br />Engineering Company not to exceed $14,800.00. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Grindberg reported that spring road restrictions will be lifted on Friday, but certain roads <br />will remain restricted. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to approve the Application for a Dance Permit for <br />W. W. Wallwork (Truck Division) at the Red River Valley Fairgrounds on the date of June 16, 1984, in <br />the Commercial Building; and to approve the Application for Special Permit to Sell Alcoholic Beverages <br />at a Special Event at Designated Premises as submitted by the Red River Valley Fair Association on the <br />date of June 16, 1984, in the Commercial Building at the Fairgrounds. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that Sheriff Don Rudnick be authorized to sign the <br />application for a Notary Public for security of the bond up to $500.00 for an employee in his <br />Department. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to appoint' Sheriff Don Rudnick as Administrator of <br />the Cass County Jail and the Cass County Juvenile Detention Center effective May 22, 1984, and to <br />remain in effect until it is rescinded in writing by the Cass County Commission; this appointment being <br />a requirement by the office of the North Dakota Attorney General. On roll call vote, the motion carried <br />unanimously. <br /> <br />Sheriff Rudnick stated that medical bills from physicians are being sent to his Department for <br />care of persons who have been ordered by the District Court or the County Court to have medical <br />treatment. The Sheriff stated that one bill is for a person who was never in the Sheriff's custody. <br />The States Attorney asked for copies of the bills, and the matter was referred to him. <br /> <br />Mr. Todd Boynton of Honeywell, Inc. explained a Preventive Maintenance Program for mechanical <br />equipment at the Cass County Courthouse, Jail and Juvenile Detention Center building. Mr. Wieland <br />moved and Mr. Larson seconded to authorize the Administrative Assistant to prepare specifications for <br />advertising for bids for such a preventive maintenance program for Cass County. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Jay Reinan, the Intern from NDSU who is working with the Administrative Assistant, <br />reported on a survey of County employees pertaining to the janitorial cleaning services in the <br />Courthouse and the Cass County Annex. Scott Krueger stated that he has discussed the survey with <br />the present cleaning service company and talked about the areas which need improvement. A similar <br />survey will be taken again to see that improvements are being made. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to authorize Scott Krueger to use a patrol car, which <br />is no longer being used by the County Sheriff's Department, until after the June 12th Primary Election <br />while attending meetings throughout the County for the purpose of informing the public of the <br />proposed 20 Year Road Repair and Construction Program. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded to approve the Application for renewal of the Site <br />Authorization Permit for the Fargo-Moorhead Community Theater to conduct games of chance at the <br />City Limits Truck Plaza for the period beginning July 1, 1984 and ending June 30, 1985. On roll call <br />vote, the motion carried unanimously. <br />
