<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />fJ162 <br /> <br />Committee reports were given. Mr. Wieland presented information from the City of Fargo Traffic <br />Engineer enclosing copies of studies conducted by the State Highway Department on Cass County's <br />request for a pedestrian-actuated signal light on Tenth Street South between 2nd and 3rd Avenues. <br />It was determined by the State Highway Department that traffic signals are not warranted. <br /> <br />Mr. Wieland moved cmd Mr. Sondrall seconded that the Administrative Assistant be authorized to <br />draft a letter to the newspaper publication "County News" regarding Cass County's proposed 20 year <br />road repair and construction program. On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 6, 1geq <br /> <br />Chairman Stanton called the meeting to order and upon roll cail, all members were present. <br /> <br />Mr. Larson moved and Mr. Ecker~ seconded that the minutes of the r>reviow; meeting be <br />approved as written. Motion carried. <br /> <br />Mr. Lee Sprague from the Moore Engineering Company presented a Plat of Adam's 2nd <br />Subdivision and a Plat of Birch Creek Subdivision, both located in the SE,} of Section 22, Barnes <br />Township. Mr. Sprague stated that private wells will be installed until such time that the City of <br />Fargo can provide water utilities to this area. The streets and sewer system will be installed by the <br />developer according to the City of Fargo's specifications, and will be maintained by the developer <br />until such time that the area is annexed to the City of Fargo. Both of these plats were reviewed and <br />approved by the Cass County Planning Commission at their meeting earlier today. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to approve the Plat of Birch Creek Subdivision <br />located in the SE~ of Section 22, Barnes Township. On roll call vote, the motion carried unanimously. <br /> <br />Attorney Jon Arntson presented a resolution on financing of improvements for the Holmen's 2nd <br />and Holmen's 3rd Subdivision paving projects. The matter was delayed one week upon the <br />recommendation of the States Attorney. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to receive and file the following Officer's Reports <br />for April, 1984: Motion carried unanimously. <br /> <br />Clerk of Court $ 5,816.00 <br />County Court $19,544.14 <br />Register of Deeds $13,891.60 <br />Sheriff $ 4,736.63 <br />Veterans Service Office <br /> <br />A question was asked at the last meeting whether the County Commission is required to follow <br />the formal bidding procedures for the repair of the roof on the County Jail. Robert Hoy, States <br />Attorney, stated that if the estimated cost of the repairs is $50,000.00 or more, the County needs to <br />have plans and specifications prepared by an architect and must follow the formal bidding process. <br />The Commission has received an estimate of $56,900.00 from Architects Clark Holman and Moorhead. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to declare that an emergency situation exists for <br />repairing the County Jail roof and that Architects Clark Holman and Moorhead be authorized to <br />advertise for bids to be opened at 10: 00 A.M. on Tuesday, June 5, 1984; the money for the roof <br />repair to be paid from the County Emergency Fund. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to authorize Scott Krueger, Administrative <br />Assistant, to work with Mr. Irvin Holman of Clark Holman and Moorhead to make temporary repairs <br />as soon as possible on the Jail roof, until a contract can be awarded, due to extensive deterioration <br />of a particular section in the northeast corner of the building. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to authorize Tom Jensen, County Social Services <br />Director, to hire a permanent replacement for a Food Stamp Eligibility Technician who was on leave <br />of absence but will not be returning to the County's employment.
