<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />'~'~~"O~.~=~.~~~=.~~=~~~~~.~,,_ '=~~~'.=.=~~4).152""~~~",~,- <br /> <br />KH1GlnI'1II111!~~~~~:.D. -22611' <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MARCH 20, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Wieland seconded that the minutes of the previous meeting be <br />approved as written. Motion carried. <br /> <br />Mr. Dan Martinsen, Group Health Insurance Consultant, reported that claims paid from <br />January 1, 1984, through March 14th under the County's Blue Cross-Blue Shield self-insurance <br />program totalled $11,844.60. He stated that the County Auditor will receive month-end reports on <br />claims paid, and he suggested that the Commissioners receive a copy each month. <br /> <br />Mr. Larson moved and Mr. Wieland seconded that the Chairman be authorized to sign the 1984 <br />Blue Cross-Blue Shield Self-Funding/Stop-Loss Agreement. On roll call vote, the motion carried <br />unanimously. <br /> <br />An employee of the County Sheriff's Department was present and asked the Commission if there <br />has been a committee established to hear complaints or in the event someone has a question about the <br />group health insurance coverage. Mr. Wieland suggested that the Chairman consider appointing a <br />committee of five people consisting of two of the County Commissioners and three people representing <br />the County employees and Department Heads. The matter will be placed on the agenda for next <br />week. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that the Chairman be authorized to sign the <br />County Deed to the City of Page for the purchase of Lot 4, Block 23, Original Addition, City of <br />Page for $1.00; and that the 5-year delinquent general taxes and specials in the amount of $1,110.11 <br />be cancelled. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to authorize out-of-state travel for Joyce Temanson, <br />Cass County Social Services Employee, to take a foster child to Montana. On roll call vote, the <br />motion carried unanimously. <br /> <br />Discussion was again held on the' County's liability insurance coverage. Robert Hoy, States <br />Attorney, informed the Commission that if a County employee uses their own car to take a client <br />somewhere, the employee's automobile insurance would provide coverage.' It was suggested that <br />County employees furnish proof that they,are carrying automobile insurance coverage before they are <br />paid mileage on their personal vehicles. Mr. Sondrall suggested putting the name of the insurance <br />company and the policy number at the top of their mileage vouchers. <br /> <br />Mr. Sondrall reported on a meeting of the Southeastern North Dakota Community Action Agency. <br />Discussion was held on Federal money being used to repair homes for energy efficiency but the <br />money does not have to be paid back if they own the home for five years or more. The Commission <br />felt that the Federal government should be reimbursed whenever the home is sold because it is <br />presumably sold for a higher price due to the energy improvements. This reimbursement could then <br />provide funds for other persons needing home repairs under the guidelines. Next week, the <br />Commission will discuss sending a letter to the Congressmen regarding housing repair funds under <br />the Community Action Agency Program and the Community Development Block Grant Program. <br /> <br />Mr. Eckert stated that the County vehicle used by the Buildings and Grounds Maintenance <br />Department is in need of repairs or replacement. It was suggested that Mr. Eckert and Mr. Sondrall <br />work with Alton Johnson, Maintenance Supervisor, to see if they can locate a good used pick-up and <br />report back to the Commission on prices. <br /> <br />Mr. Eckert reported that Alton Johnson, Maintenance Supervisor, is to the point of forfeiting <br />vacation days earned because he was not able to take time off in 1983. Previously there were three <br />employees in the Buildings and Grounds Department but there are two employees at the present time. <br />The maximum number of days to be accumulated according to the County Policy is 30 days, and <br />Mr. Johnson has accumulated 34t days at the end of this month. Mr. Larson moved and Mr. Eckert <br />seconded to pay Alton Johnson for 30 days of vacation from 1983, but that he be required to use his <br />vacation days in 1984 rather than being paid for them. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Sondrall reported that the boiler for the heating system in the Juvenile Justice Center <br />Building is in need of repair, but a representative of the Peterson Mechanical Company recommended <br />trying to delay the repairs until the heating season is over.
