Motion carried. <br /> <br />Upon the recommendation of Steve Grindberg, County Road Superintendent, Mr. Larson <br />noved and Mr. Sondrall seconded that the Chairman and the Auditor be authorized to sign <br />~n agreement between the County Road Department and Margaret and Mary Euren for 4,500 <br />yards of dirt for the County Road 17 bridge project at a cost of $900.00. On roll call <br />vote, the motion carried unanimously. <br /> <br />Brian Neugebauer, West Fargo City Attorney, appeared before the Board along with <br />)ther representatives of the City of West Fargo--the City Engineer and Jake Gust, <br />:ity Commissioner. Mr. Neugebauer informed the County Commission of West Fargo's <br />?roposed construction project along 13th Avenue South which involves construction of <br />~ new bridge over the Sheyenne River and paving of 13th Avenue South from Sheyenne Street <br />Nest to the city limit and possibly to County Drain 21. . <br /> <br />The City of West Fargo is requesting Cass County to pay $15,000'.00 toward the cost <br />)f the bridge construction and Mr. Neugebauer stated that the County could do so under <br />3ection 24-08-10 of the North Dakota Century Code using money from the General Fund. <br />ie stated that if the County contributes this amount, the City of West Fargo would be able <br />to do the entire project including paving to County Drain 21. The entire project cost <br />is estimated at $561,000.00 with the local share being 25%. <br /> <br />Mr. Wieland stated that he is in favor of the County contributing to this project <br />Jecause of the access it will provide to the Red River Valley Fairgrounds, and he <br />suggested that the Fair Association be asked to share in the cost that is being requested <br />from Cass County. <br /> <br />Mr. Wieland moved and Mrs. Stanton s~conded that Cass County contribute the sum <br />)f $10,000.00 toward the West Fargo project on the basis of $2,000.00 per year for 5 years <br />?roviding the City of West Fargo goes ahead with the project in its entirety. <br />Jpon discussion of the motion, Mr. Neugebauer stated that the City of West Fargo <br />Nould take steps to annex the street if the County and the Fair Board agree to contribute <br />$15,000.00. Mr. Eckert felt that by contributing this money, the County will be asked <br />to contribute to other areas also. On roll call vote, the motion carried with four <br />nembers voting "Aye" and Mr. Eckert opposing. <br /> <br />Discussion was again held on the County employees' group health insurance. Mr. Wieland <br />nentioned a letter received from Steve Schneider, Sheriff Department Union Attorney, <br />in which Mr. Schneider made a statement regarding the $300.00 deductible plan. Mr. Wieland <br />informed Mr. Schneider, who was present, that the County Commission's motion was to pay <br />the cost of the $300.00 deductible upon use by the employee except the sum of $25.00 <br />Nhich the employees were paying before the County went to the "300 PlanJ'. . <br /> <br />Mr. Larson moved and Mr. Wieland seconded to continue the group health insurance <br />:overage the same as for the month of April under the ~. 30 0 Plan" with the employees <br />:ontributing monthly toward the endorsements at a cost of $2.00 on the single policy, <br />$4.00 on the single with dependents and $5.00 on the family policy; this being for the <br />remainder of 1983 only and the situation will be looked at again at budget time this fall. <br />rhe motion carried on roll call vote with four members voting "Aye" and Mrs. Stanton <br />)pposing. <br /> <br />Mr. Wieland stated that he would like to find out if any County employees have <br />juplication of insurance through a spouse because if they do, they cannot collect <br />insurance twice so they should not have two policies. The Commission asked the <br />3tates Attorney to research it to see if the County could refuse insurance coverage <br />Nhen a spouse already covers them. <br /> <br />Discussion was held on 'allowing part-time employees who work for the County on a <br />regular basis to join the County's group health insurance plan at their own expense. <br />It would still be a savings to the employees by allowing them to join a group policy, <br />:ven though they would pay the premium themselves. Mr. Larson moved and Mr. Wieland <br />seconded that part-time County employees who work on a regular basis at least 20 hours <br />?er week be allowed to join the group health insurance plan at their expense, and that <br />the County Auditor be authorized to handle the accounting procedures which will be <br />involved. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Glenn Ellingsburg appeared on behalf of the Cass County Deputies Association <br />~nd presented the plans and sketches for a proposed flagpole and flower garden on the <br />:ast side of the Juvenile Justice Center with a sign noting the location of the County <br />Sheriff's Department, the cost to be born by the Deputies Association. Mr. Larson moved <br />~nd Mrs. Stanton seconded to authorize the Deputies Association to proceed with their <br />plans as shown, and to thank them for their contribution.
