Motion carried. <br /> <br />Upon the recommendation of Steve Grindberg, County Road Superintendent, Mr. Larson <br />moved and Mrs. Stanton seconded that the Chairman be authorized to sign a utility permit <br />with the City of Fargo to place a 30" force main along County Road 6. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Grindberg gave the location of three bridges on which he is proposing to begin <br />the design work: on County Road 36 in Section 14, Normanna Township, on County Road 18 <br />in Sections 22-27, Pleasant Township, and on County Road 31 in Section 23, Noble Township. <br />The Commissioners suggested a meeting at the Road Department to make a list of priorities <br />of all the roads and bridges in the County. <br /> <br />Deanna Kensrud, Register of Deeds, appeared before the Board to request permission <br />to hire a replacement for an employee in her office who is resigning. Mrs. Kensrud <br />stated that she could not operate her office without a replacement because the workload <br />has increased due to the poor economic conditions. She also requested permission to <br />grant a step increase to one of her present employees who will be assuming the duties <br />of the person who is leaving. She would be hiring a new person at the County's starting <br />salary. <br /> <br />Mr. Larson suggested that the County's starting salary be reduced rather than <br />granting a pay raise in one department. After discussion, Mr. Larson moved that <br />Mrs. Kensrud be authorized to hire a replacement at a salary not to exceed $635.00 <br />per month and that the County's pay scale be amended to have the starting salary reduced <br />from $688.00 to $635.00 per month. The motion failed for lack of a second. <br /> <br />Mrs. Stanton moved and Mr. Wieland seconded that Deanna Kensrud be authorized to <br />hire a replacement for an employee in her office who is resigning. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mrs. Stanton seconded that Mrs. Kensrud be allowed to use <br />her own discretion in moving someone into a different job classification if it requires <br />a slightly higher salary. On roll call vote, the motion carried unanimously. <br /> <br />The Board discussed the County's financial condition, and the Auditor was requested <br />to prepare some figures for two weeks from today to update the Commission. Mr. Wieland <br />suggested holding meetings with tihe department heads to eXj::!'lain the County's financial <br />problems to them and see if they have any views on how they might help the County. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following <br />Monthly Reports for December, 1982: Motion carried. <br /> <br />Rush River Water Resource District <br />North Cass Water Resource District <br />Maple River Water Resource District <br />Southeast Cass Water Resource District <br />Cass County Veterans Service <br /> <br />Discussion was held on several pieces of legislation being proposed to the <br />1983 State Legislature. Mrs. Stanton moved and Mr. Larson seconded that the Cass County <br />Commission goes on record in opposition to Senate Bill 2037, House Bill 1448 and <br />House Bill 1455; and that letters be sent to each of the Cass County legislators in <br />Bismarck expressing the reasons for the County's opposition. On roll call vote, the <br />motion carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
