Addn. <br />Addi tion.) <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />APRIL 27, 1982 <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the minutes of the previous <br />meeting be approved as written. Motion carried. <br /> <br />Upon the recommendation of Steve Grindberg, County Road Superintendent, <br />Mr. Hendrickson moved and Mr. Larson seconded that the Chairman be authorized to sign <br />the agreement with the Hunter Grain Company for them to install an underground water main <br />in Sections 14-23, Hunter Township, across County Road 2, at no expense to the County. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign <br />the Construction and Maintenance Agreements for the bridge project on County Road 6 <br />between County Road 17 and Interstate 29. On roll call vote, the motion carried <br />unanimously. <br /> <br />A letter was received from the Northwestern Equipment Company regarding the- <br />annual bid opening for supplies for the County Road Department. Since the County usually <br />accepts all bids, they felt that the system could be simplified and save time and money <br />by not using the bidding system at all when the limit does not exceed the amount set by <br />the State statute. Mr. Grindberg stated that this practice has been done to assure <br />availability of items not regularly stocked; but the Road Department buys only from <br />companies who submitted a bid, and that company is expected to honor the low bid <br />received on the day of the bid opening. The letter was referred to the County Road <br />Superintendent for a reply. <br /> <br />A letter from the North Dakota State Highway Department was referred to Mr. Grindberg <br />informing the County that the firm of Richmond Engineering, Inc. of Grand Forks is <br />unacceptable for doing any Federal Aid highway projects for a specified period of time. <br /> <br />Attorney Shelley Lashkowitz appeared before the Board representing Mr. and Mrs. Robert <br />Cossette who live in Pleasant Township. - He stated that they are opposed to the County <br />replacing the bridge between Sections 9-16, Pleasant Township with one 7'7" by 11'10" <br />culvert, as was approved by the Commission on April 20, 1982. If the bridge is removed, <br />Mr. Lashkowitz stated that the Cossett_e's are requesting two culverts, each 11'10". <br />Mrs. Cossette was present and stated that they have been flooded several times <br />and they cannot handle any more water, which is what they feel will happen with the <br />one culvert that is proposed. <br /> <br />Mr. Grindberg asked that any further discussion on this bridge situation <br />be delayed until the engineer from Houston Engineering, who did the hydraulics study, <br />can be present. Mr. Hendrickson will discuss the matter at the next meeting of the <br />Southeast Cass Water Resource District. The matter will be placed on the agenda in about <br />two weeks if the engineer can be present then, and Mr. Lashkowitz asked to be notified. <br /> <br />Mrs. Stanton moved and Mr.. Eckert seconded to accept the quotation from the <br />Halmrast Cleaning Service in the amo'unt of $815.00 to wash all windows inside and out <br />at the Cass County Courthouse and the Cass County Annex. On roll call vote, the motion <br />carried unanimously. . <br /> <br />Mr. Larson moved and Mr. Eckert seconded to grant a raffle permit to the <br />North Dakota Coon Hunters Association on the date of July 17, 1982, at Durbin, <br />North Dakota. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to grant a permit to the Minn-Kota <br />Racing Association to hold a public dance at the Red River Valley Fairgrounds on <br />May 1, 1982. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson stated that the Sheriff's Department has recommended a change in the <br />parking situation along the west side of the Courthouse Addition to all~viate traffic <br />congestion.
