Motion carried. <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that ,two utility permits be granted to <br />Northwestern Bell Telephone Company to bury cable south of Horace on County Road 16 <br />and in Cassel ton on County Road 10. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that Cass County Electric be granted <br />utility permits to bury cable at the following locations: On County Road 16 and <br />County Road 5 in Section 10, Watson Township; on County Road 3 in Section 26, Rich Township; <br />on County'Road 3 in Section 28, Page Township; on County Road 4 in Section 12, Cornell <br />Township; and on County Road 4 in Section 8, Ayr Township. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to grant approval to the Houston <br />Engineering Company to cross County Road 32 in Amenia for water system improvements. <br />On roll call vote, the motion carried unanimoUSly. <br /> <br />Mr. Eckert moved and Mrs. Wald seconded that the County place an announcement in <br />The Forum and the Cass County Reporter that right of way along County roads must remain <br />free of encroachments. On roll call vote, the motion carried unanimously. <br /> <br />The Chairman requested Mr. Eckert to represent the Commission at the State Highway <br />Department bid opening on April 23rd in Bismarck for the Harwood bridge. <br /> <br />A letter was received from Mr. Lloyd Murch of Hunter urging the Commission to <br />proceed with plans to resurface County Road 26 as he is concerned about its present <br />condition. <br /> <br />Mr. Larry SG:hauff from Johnson Controls appeared before the Board to discuss <br />heating and cooling temperatures in the County Jail. He proposed a preventive maintenance <br />contract on the temperature control systems in the Jail, the Courthouse and the <br />Sheriff's Residence at an annual cost'of $3,077.00. The Board took the matter under <br />advisement. <br /> <br />A representative from Twin City Construction was present regarding the Jail; <br />and he stated that if the Commission is considering air conditioning the Jail, a 25-ton <br />unit would be the most that could be installed with the present air supply. This would <br />bring the temperature down about 10 or 12 degrees. <br /> <br />Upon the request of Art Lieb, Juvenile Supervisor, Mrs. Wold moved and Mr. Larson <br />seconded that two people from his staff and possibly himself be authorized to attend the <br />Child Welfare League Conference in Minneapolis on April 26-29, 1981. On roll call vote, <br />the motion carried unanimously. <br /> <br />Upon the request of Tom Jensen, County Social Services Director, Mrs. Stanton <br />moved and Mrs. Wold seconded that three of his staff members be authorized to attend <br />the Child Welfare League Conference in Minneapolis on April 26-29, 1981. On roll call <br />vote, the motion carried unanimously. <br /> <br />The Board discussed with Mr. Jensen the proposed changes in the State's Central <br />Personnel pay scale on which the salaries of the County Social Services employees <br />are based. Changes will affect the minimum and maximum scale of each grade level, <br />and this will mean adjusting salaries at the beginning levels. The final determination <br />will be made by Central Personnel. <br /> <br />Upon the request of the Cass County Sheriff's Department, Mrs. Stanton moved and <br />Mrs. Wold seconded that the Chairman be authorized to sign the application for funds <br />for two Kustom HR-12 Hand-Held Moving Radar Units on a 70%-30% matching fund basis <br />with the Federal Government, the total cost to the County being $1,137.00. On roll call <br />vote, the motion carried unanimously. <br /> <br />Representatives from the Southeastern North Dakota Community Action Agency were <br />present to explain their proposed project of Community Services Advisor for senior citizens. <br />Mr. Eckert moved and Mr. Larson seconded that the Commission recommend an "Unfavorable <br />Review" on the Metropolitan Council of Governments' A-95 Review Form, for the reason <br />that they feel it is a duplication of services. On roll call vote, the motion carried <br />with four members voting "Aye", Mr. Hendrickson opposing. <br /> <br />The representative present from Community Action Agency stated that Steven Swiontek <br />has resigned as a Board member. Mrs. Wold moved and Mrs. Stanton seconded that <br />Commissioner Ray Larson be appointed to the Community Action Agency to fill the unexpired <br />term of Mr. Swiontek.
