Lee <br /> <br />Jim Thoreson appeared before the Board on behalf of the Cass County Sheriff's <br />Department to present copies of their 1980 Year End Report. He outlined goals that <br />accomplished and some that were set for 1981. The Board complimented the Sheriff's <br />Department on compiling this report. <br /> <br />were <br /> <br />Mrs. Wold moved and Mr. Larson seconded that the following Monthly Reports for <br />December, 1980, be received and filed: On roll call vote, the motion carried unanimously. <br /> <br />North Cass Water Management District <br />Rush River Water Management District <br />Maple River Water Management District <br />Southeast Cass Water Management District <br />Cass County Veterans Service <br /> <br />Serv~ A letter was received from the North Dakota Social Service Board approving the <br />appointment of Commissioner Larson to the County Social Service Board to fill the <br />unexpired term of Mr. Oscar Sondrall, which will expire July 31, 1981. <br /> <br />A letter was received from Theodore M. Lee resigning from the Board of the <br />Cass County Housing Authority, effective February 1, 1981. The Commission requested <br />the County Auditor to contact a representative of the Housing Authority to appear <br />next Wednesday and explain their duties. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Wold, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JANUARY 28, 1981 <br /> <br />Chairman HendricKson called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Steve Grindberg, County Road Superintendent, reviewed the bids received January 21st <br />for a 4-wheel drive vehicle, and he recommended accepting the low bid of Overvold Motors, Inc <br />in the amount of $10,011.99. Mr. Larson proposed obtaining cost estimates on different <br />types of vehicles that would be more economical to drive. Mr. Eckert moved and Mr. Larson <br />seconded that the Board delay action on the bids for another week. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mrs. Wold moved ,and Mr. Larson seconded that the CQunty Road Superintendent and <br />two of his employees be authorized to attend the annual paving conference on March 10 and <br />11, 1981, at the Bismarck Holiday Inn. On roll call vote, the motion carried unanimously. <br /> <br />Discussion was held on the contracts for conflict of interest attorneys under the <br />Public Defender System. Mr. Ed Murphy stated that he feels he has already filled his quota <br />of 20 cases as conflict of interest attorney. The States Attorney was present and stated <br />that Mr. Murphy's and Bruce Britton's contracts stated that each attorney shall handle <br />20 cases or 5% of the case load, whichever is greater. She maintained that the number <br />of cases for the year has not been determined, so we do not know that he has handled 5% <br />of the case load. <br /> <br />District Court Judge Norman Backes stated that he feels Mr. Murphy has completed <br />his contract as conflict of interest attorney. He stated that Mr. Murphy has 2 cases <br />over the 20, for which Judge Backes feels he should be entitled to bill the County. <br />The Judge stated that he will send a memo to all of the Judges informing them of the <br />situation with the conflict of interest attorneys, and requesting them to be very careful <br />when calling for a conflict of interest attorney on a case. <br /> <br />In closing, Mr. Murphy stated that he would be willing to keep a record of the number <br />of cases over 20 and the hours spent on each and then submit them as bills if the tot~l <br />case load does not reach 400 'at the end of the contract period which is July 15, 1981'. <br />The matter will be discussed again next Wednesday. <br /> <br />Mr. Theodore Lee, who is submitting his resignation from the Cass County Housing <br />Authority, discussed the duties and responsibilities of that committee. He stated <br />that the Board members receive no compensation for expenses or mileage. Mr. Larson <br />discussed the possibility of combining the Fargo and Cass County Housing Authorities, <br />and he would like to pursue this further. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the resignation of Theodore Lee <br />from the Cass County Housing Authority be accepted with regrets, effective February 1, 1981. <br />On roll call vote, the motion carried with four members voting "Aye"; Mr. Larson <br />being absent. <br />
