The townships <br />and cltles out In the County have been formlng their own airport authorities or <br />~oining 7xisting ones, and the,County Auditor stated that he will be receiving <br />lnformatlon on how many townshlps are left that have not already joined an airport authority <br /> <br />Discussion was also held concerning the funds that the County contributes to the <br />Garrison Diversion Conservancy District each year. Mr. Sondrall felt that if Garrison <br />Diversion could cut the County's funding in half starting this year, that money could help <br />toward the Regional Airport Authority. The County Auditor read Section 61-24-02 of the <br />North Dakota Century Code wherein the Garrison Diversion Conservancy District was created. <br />Mr. Hendrickson stated that he does not know what reserves are in the Garrison budget, <br />but there will be a meeting of the Conservancy District in Lakota the first part of April <br />which he will be attending. <br /> <br />Mr. Melvin Gangness appeared before the Board to request financial assistance <br />from the County for paving one mile of township road west of County Road 11 to the Church <br />in Section 18, Berlin Township. The County Auditor informed the Board that most of the <br />road construction funds are already committed for the next fiscal year beginning <br />July 1, 1979. Mr. Hendrickson stated that this could possibly be considered on the <br />proposed 5-year construction program if the County determines that they may be <br />obligated to spend money paving a township road. Mr. Satrom stated that the County <br />does have a policy on graveling for churches, and he suggested that Mr. Gangness <br />discuss this with the County Road Superintendent. <br /> <br />The Board determined to meet at the County Road Department next TueSday, April 3rd, <br />after the meeting about 10:30 to discuss updating the proposed 5-year road construction <br />program. <br /> <br />On motion by Mrs. Stanton and seconded by Mr. Hendrickson, the meeting was adjourned. <br /> <br />APPROVED: <br /> <br />o - P. d?ffU A >>::n~ <br /> <br />~ Satrom, Chairman <br />Cass County Board of Commissioners <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />APRIL 3, 1979 <br /> <br />Chairman Satrom called the meeting to order and all members were present. <br /> <br />An Invocation was given by the Chairman. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that Theodore M. Lee be reappointed <br />to the Cass County Housing Authority for another 5-year term. Motion carried. <br /> <br />of i <br />I <br />I <br /> <br />The Auditor reported on responses received from two of the United States <br />Congressmen on the County's letter urging their assistance in obtaining Federal <br />Highway Funds for the Safer Off-System Program fo: North Dakota,Countie~. Congress~en <br />Burdick and Young assured Cass County that they wlll do everythlng posslble to contlnue <br />this necessary funding for North Dakota. <br /> <br />Upon the request of Mr. Gordon Sletmoe, Mrs. Wold moved and Mrs. Stanton seconded <br />that the Chairman be authorized to sign the agreement for the City of Riverside to join <br />the County-Wide Disaster Emergency Plan. Motion carried. <br /> <br />Mr. Sletmoe reported that he is in the process of organizing a program for handling <br />hazardous materials in case there would ever be a dangerous substance spilled within <br />the County. Discussion was also held with Mr. Sletmoe on the present condition of the <br />County's emergency shelter supplies. <br /> <br />Committee Reports were given. <br /> <br />Mrs. Stanton moved and Mr. Sondrall <br />to pay the voucher submitted by Attorney <br />for services in the Court case involving <br />Motion carried. <br /> <br />seconded that the County Auditor be authorized <br />Duane Breitling, in the amount of $5,061.52, <br />bridge construction funds to the City of Fargo. <br /> <br />On motion by Mrs. Wold and seconded by Mrs. Stanton, the meeting was adjourned. <br />
