In doing this review, I had to make a number of <br />assumptions, which I will explain below. The current daily rate for boarding prisoners is $55 and <br />my recommendation is that we raise this amount to $60 per day. <br /> <br />We are just starting the budget process for 2003, and construction on the new jail facility is not <br />~qnite conrplete, so some figures used in the computation are subject to change; however, I think <br />we have accurate enough figures to set a jail rate for 2003. <br /> <br />Personnel Costs <br /> Current Staff Salaries & Benefits <br /> Anticipated new staff for 2003 (5) <br /> <br />Operation expense of the new jail <br />(Based on costs in the old jail, taking into <br />account the increased prisoner population <br />and the increased staff) <br /> <br />$2,600,000 <br /> 175~000 <br /> <br />$2,775,000 <br /> <br /> 775,000 <br /> <br />Buildings and Grounds expense of new jail <br />(Items such as electricity, building maintenance, <br />snow removal, etc.) <br /> <br />Depreciation Expense <br />(Based on a 50 year useful life of the building <br />and major components, such as the generator) <br /> <br />Total estimated costs <br /> <br />450,000 <br /> <br />320,000 <br /> <br />$4,320,000 <br /> <br />Prisoner days <br />Estimated daily population 200 x <br />Days per year 365 = 73,000 <br />Cost per Prisoner day $60 <br /> <br />Again, I want to emphasize these figures, including the estimated daily population, are estimates; <br />however, I think they are sufficient to help determine the daily rate.
