CASS COUNTY GOV 06/24 '02 16:30 N0.333 01/02

7012822226
RECEIVED

JUN 2 4 2002

CASS COUNTY COMMiSSiON

partment

Th~ g. ~ p.E,

TO:

FROM:

DATE:

SUBJECT:

Cass County Commission

Keith Berndt, Cass County Engineer

June 24, 2002

Agenda Topic for July 1, 2002 Meeting
Hill Township Bridge R~lu~st for a crossing over the Ivlaple
River at sections 11 and 14

A let~ was received from the Hill Township Board on June 17, 2002. I
recommeml that it be refm'~ to the Road Advisory Committee. I'll
provide some back~ronnd information at this time.

The letl~r indicated that that Township Board was not in favor of the
County's proposal to install a used culvert in place ora township bridge
crossing the Maple River. Thc bridge had beau destroyed by fJrc several
years ago.

The destroyed bridge waa on a very Iow volume mad. Following the fire,
Cass County recelvexl a settlement from the landowner's insurarme
Company ofapproxlm~ly $60,000. The bridge that burned and road
immediately adjacent to it was built up fairly high but had lower scctions
several hundred fo6i to the east and west oflhe bridge. The proposed
solution at this location involved installing a used culvert $.5 feet high and
13.5 feet ~idc culvert in place of the bridge. In order to prevent upstr~m
stage increazes during flood events, this solution would r~ulre tha the
township road be lowered enough to allow water to overtop the road at the
crossing during significant flood events.

The l~lter incb.,d .,xl a petition reqgesting that tho County install culwr~s with
enough waterway area to accommodat~ the flow without an overflow
section. While this would be an ideal techulesJ sohnion, it's hard to justify
this size of project for such a low volume township road. The odds of the
County accumulating cunugh uscd culverts in good condition to provide a
lm, g,e enough opening to accommodate the flood flows without an overflow
sexedon is ualikely.

The bridge that burned is located 1 mile north of Cass Couaty 12 a~l 1 ~
miles west of Cass County 38. Cass County re-placed another bridge over
the Maple River about ½ milo flow~ream seven,al years ago. That location
