Soucy, RE. <br />Design and Construction <br />Supervisor <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Cass County Commission <br /> <br />Keith Bemdt, Cass County Engineer <br /> <br />June 20, 2002 <br /> <br />SUBJECT: Agenda Topic for July 1, 2002 Meeting: Request to add <br />Leonard Elevator Access Road to County Highway System <br /> <br />The Road Advisory Committee heard a presentation in October 2001 <br />requesting that the County add a proposed new elevator access road near <br />Leonard to the County Highway System. Following the October meeting, I <br />was informed that the Elevator's plans for the access road were on hold. I <br />was recently contacted by the Elevator and informed that the expansion <br />plans as well as the access road are now moving forward. <br /> <br />I've enclosed the October 15 Road Advisory minutes for your information <br />and background. <br /> <br />I met recently with the elevator management and Leonard Township <br />Officials to discuss the access road. Based on the recent meeting, I drafted <br />the enclosed Construction and Maintenance contract to define each parties <br />responsibilities in this proposed partnership between the Elevator, Leonard <br />Township, and Cass County. Some of the provisions are at variance with <br />the discussion that took place at the Road Advisory meeting in October. <br /> <br />The proposed contract will be forwarded to the States Attorney, Leonard <br />Township, and the Elevator Management so I anticipate the version that <br />comes before you on July 1 will have changes from this draft. I'd request <br />that this matter be placed on the regular agenda to allow discussion. <br /> <br />I've tried to draft a contract that limits the County's responsibility. The <br />Township seems agreeable to maintaining the road. However, if this <br />stretch of road is added to the County Highway system, the Commission <br />should accept it knowing that once its on the County system, it is possible <br />that over time the township's willingness to maintain it will erode. <br /> <br />120l V~t MainA~ra~e <br /> E0.1~6~8 <br /> <br /> <br />
