GOVERNMENT RECEIVED 2 6 2002 CASS COLINTY COMMISSION TO: FROM: DATE: SUBJECT: MEMORANDUM Cass County Commission Keith Berndt, Cass County Engineer April 26, 2002 Consent agenda topic for May 6, 2002: Highway 11 overlay project at Mapleton I was contacted recently by Sue Morton from Fargo-Cass County CDC and Roger Fenstad representing the City of Mapleton. They have been working to entice a business to develop in the Mapleton Industrial Park. All indications are that the business would be good for the area. One of the requirements of the business was that they have an 80,000 pound year round access to Interstate 94. There is approximately ~A mile of Cass 11 between 1-94 and the entrance to the industrial park. We normally post that section of highway to a class 1 load restriction in the spring. I suggested that the ~ mile of Highway 11 receive an asphalt overlay to strengthen the pavement for year round unrestricted hauling. The individuals working on the project have visited with a number of State Officials to gain support for the project. As a result, the Department of Transportation has indicated that they would provide $75,000 in State Funds separate and above Cass County's normal Federal allotment of highway funds to use to overlay this piece of Highway 11. We have not prepared detailed plans yet, but I would expect the $75,000 to cover the majority of the cost with the local match coming from our budget. Therefore I'd like authorization to proceed with the project this season. In order to accomplish the work this year, we'd have to start immediately on the project concept report, bid package and other administrative requirements that have to be met for a project with State funding involved. SUGGESTED MOTION: Authorize the County Engineer to proceed with overlay project of Highway 11 from 1-94 to Mapleton.
