Chairman John <br />Meyer appointed a committee of Bonnie Johnson, Kathy Ziegelman, Donna <br />Schneider, Don Rudnick, and myself to consider this strategy. Our charge was to <br />report back to the County Commission on or before March 31. <br /> <br />Our committee met a couple of times and sent surveys to department heads for <br />feedback on whether or not department head evaluations were necessary, who should <br />do the evaluation, and who should provide input on evaluations. At our February <br />26th meeting, we came to the conclusion that annual evaluations were advantageous <br />to both the department head and the county commission. A motion was made to <br />have Bonnie Johnson prepare a draft evaluation form to be circulated to department <br />heads and to be discussed and revised at the March 28th department head meeting. <br /> <br />The department head evaluation form you have for the April 1st meeting is a result of <br />the combined efforts of the committee and the department heads. Along with the <br />form, the committee is also recommending a procedure for completion of the <br />evaluation. It is anticipated that the county commission would initiate the following <br />steps: <br /> <br />Personnel will send out blank forms for each commissioner to complete the <br />month before the anniversary hire date of the department head. <br /> <br />Each commissioner completes the evaluation form and returns it to the <br />commission secretary. <br /> <br />The commission secretary combines the scores and comments from the <br />returned forms and prepares one form. A missing form is regarded as a <br />positive review. The secretary then remits the combined form back to all <br />commissioners for their review. <br /> <br />Any changes recommended by the commissioners are made by the secretary <br />before the portfolio commissioner and the chairman of the commission sign <br />the completed form. <br /> <br />FAX 701-241-5728 <br /> <br /> <br />
