Commission Minutes-September 25, 2000 2199 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MEETING IN BUDGET SESSION <br /> SEPTEMBER 25, 2000 <br /> <br />MEETING TO ORDER <br />Chairman John Meyer called the special meeting to order at 3:00 PM on September 25, 2000, <br />in the Commission Room, Cass County Courthouse, with four members present as follows: <br />Robbie Quick, Alon Wieland, Paul Koenig and John Meyer. Commissioner Donna Schneider <br />arrived at 3:20 PM. Also present were County Auditor Michael Montplaisir, County Coordinator <br />Bonnie Johnson, accountant Deb Ness, a majority of the county department heads and two staff <br />members. The purpose of the special meeting is to continue reviewing and finalize the 2001 <br />county budget. <br /> <br />a <br /> <br />BUDGET FOR 2001, Approved at 65.37 mills <br />Mr. Montplaisir referred to a memorandum dated September 11, 2000, addressed to <br />commissioners and county department heads, summarizing adjustments that have been made <br />and those discussed with department heads during county budget meetings last month. With <br />the overall changes made so far, totaling $507,000, Mr. Montplaisir said the county mill levy will <br />decrease by 1.74 mills over last year. <br /> <br />Health Insurance Premiums <br />Mr. Montplaisir provided comparisons with other health insurance plans and premiums with <br />other governmental entities in Cass County, and he believes the county is comparable <br />considering the differences in plan designs. MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to adopt the health <br /> insurance self-funded plan at a monthly cost of $211 for singles, $351 <br /> for singles with dependent, and $554 for families, with the monthly <br /> employee portion being $15 for single, $50 for single with <br /> dependents, and $119 for family plans, Discussion: Mrs. Quick said <br /> it is difficult to pay the increased employer share of health insurance <br /> every year and this needs to go the other way at some point. At the <br /> call for the question and on roll call vote, the motion carried <br /> unanimously. <br /> <br />County Commission, Projects MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to continue the Red <br /> River Valley Fair funding at $80,000 and the Historical Society funding <br /> at $30,000; and to eliminate the $2,500 request of Lake Agassiz Arts <br /> Council. On roll call vote, motion carried unanimously. <br /> <br />County Coordinator <br />Two buildings and grounds projects totaling $10,000 were removed from the budget because <br />the work was done this year. <br /> <br /> <br />
