Commission Minutes--August 10, 1999 2017 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MEETING IN BUDGET SESSION <br /> AUGUST 10, 1999 <br /> <br />MEETING TO ORDER <br />Commissioner Donna Schneider called the budget meeting to order at 9:00 AM on August 10, <br />1999, in the Commission Room, Cass County Courthouse, with members present as follows: <br />Paul Koenig, Alon Wieland and Donna Schneider. Robbie Quick arrived later in the meeting. <br />John Meyer was absent. Also present were County Auditor Michael Montplaisir, County <br />Coordinator Bonnie Johnson and Senior Accountant Deb Ness. <br /> <br />BUDGET REVIEW <br />Sandhills Archery Club <br />Terry Langness from Sandhills Archers, Inc presented information on their organization, which <br />is non-profit. Mr. Wieland asked about membership dues and the hours the archery park is open <br />to the public. Mr. Langness said the park is open to the public on Wednesdays from Memorial <br />Day to Labor Day; otherwise, the park is open to members year round. Mr. Wieland was <br />concerned about using county funds for private organizations not open to the public seven days <br />a week, like county parks are now. Mr. Wieland said if the county decides to give funds to a <br />private organization, like the archery park, a policy should be established to limit funding to a one <br />time donation. Mr. Montplaisir said the Sandhills Archery Park requested $3,000, with the county <br />share being $2,520 based upon the County Park Board's matching fund formula. Ms. Quick <br />requested the State's Attorney look into the legal question of whether the county may use funds <br />for a private organization. No action was taken at this time. <br /> <br />Treasurer <br />County Treasurer Charlotte Sandvik presented the budget from her department. She said bank <br />charges decreased from $9,453 in 1999 to $200 for 2000. Commissioners discussed the interest <br />figure presented and agreed the projected interest was Iow and should be increased for 1999. <br />Ms. Sandvik and the Auditor's Office will revise the estimate. <br /> <br />Road and Bridge <br />County Engineer Keith Berndt presented the budget from his department. He said the budget <br />includes $4.7 million in road expenditures, $2.5 million in 10 mill expenditures and $2.9 million <br />in federal aid funding. He distributed handouts which he reviewed with commissioners. <br /> <br />Mr. Wieland is concerned with a request for $120,000 planned fund transfer for administrative <br />support from the road fund to the general fund. Mr. Berndt does not want the transfer to take <br />place in 1999 or 2000 and is requesting $200,000 in general fund revenues be placed in the road <br />fund in 2000. Mr. Montplaisir would like to see the $120,000 transferred in 1999, not in 2000. <br /> <br />Mr. Berndt is requesting $320,000 to pave the Highway Department parking lot. Ms. Schneider <br />asked if this project could be postponed. Mr. Berndt said the gravel lot is maintained and would <br />be fine if the paving was postponed another year. No action was taken at this time. <br /> <br /> <br />
