This was a countywide voluntary program designed to eliminate unwanted car bodies and other scrap metals that clutter up our community. This type of material not only creates potential health hazards (rodent harborage), but is also a general nuisance as these scrap materials can create unsightly property. The North Dakota Department of Health entered into an agreement with Fargo Cass Public Health authorizing reimbursement for costs incurred in carrying out abandoned automobile activities pursuant to North Dakota Century Code 39-26. Section 39-26-10 provides that a unit of government may contract with any qualified scrap processor for the collection, storage, transportation, and disposal of abandoned motor vehicles, motor vehicle components, and other scrap metals for recycling. Funds for reimbursement of the administration and labor costs, the collection, reduction, transportation, and recycling or disposal is generated through a mandated flat fee on registration of vehicle titles throughout North Dakota. The initial AAP estimates submitted by landowners identified approximately 1700 tons of scrap located at 217 unique sites. Attached is the AAP participation list giving estimated tonnages. Actual tonnage recovered by Kar Bashers Incorporated between March of 2000 and December of 2001, was 2337 tons. This information is submitted as a review of'the completed project.
