<br />APPENDIX A <br />PAGE 1 OF 2 <br /> <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />HIGHWAY SAFETY PLAN <br /> <br />PROJECT NO. PHSP4020408SP 05 Ph 02 <br /> <br />SCOPE OF WORK <br /> <br />Cass County is located in eastern North Dakota and has a population of 123,138 people, North <br />Dakota State University is centrally located in Cass County and currently has an enrollment that <br />exceeds 11,000 students, with approximately 5,000 of those students being under the age of 21. <br />Recently the Cass County Sheriff's Department has seen an increase in the number of fake <br />identification cards being seized in liquor establishments within Cass County. Although many <br />identification cards are being seized, there are many fake identification cards that are not being seized <br />because underage drinkers are able to obtain computer-generated fake IDs. These computer- <br />generated IDs are able to recreate state insignias, bar codes, and shadow pictures, which makes it <br />difficult to spot a fake ID with the naked eye, <br /> <br />Funding will be provided to the Cass County Sheriff's Department to conduct this project that will <br />help identify computer-generated fake identifications being used. The Cass County Sheriff's <br />Department will purchase three card reader machines. The card reader machines scan magnetic strips <br />and bar codes, which are located on the backside of virtually all states' driver licenses. The card <br />reader machines will be used in conjunction with the "Cops in Shops" programs as well as placing the <br />card reader machines in various liquor establishments on a rotating basis throughout Cass County to <br />serve as a deterrent to minors trying to use fake identifications. <br /> <br />Cass County will provide an evaluation report to the Drivers License and Traffic Safety Division no <br />later than November 14, 2004. This report will state the number of identification cards scanned <br />during "Cops in Shops" programs, the number of arrests made during those programs, as well as the <br />number of identification cards seized by liquor establishments when the machines were in various <br />establishments. <br /> <br />The final voucher is due no later than November 14, 2004, Supporting documentation must be <br />retained at the local level in accordance with audit guidelines. <br /> <br />The Cass County Sheriff's Department will provide a copy of their seat belt policy to the Drivers <br />License and Traffic Safety Division before requesting reimbursement for this activity. All persons <br />reimbursed with traffic safety funds are required to wear safety belts and obey all traffic laws while <br />on official business of the project. <br />
