It is my <br />understanding that they will be discussed at the August 2nd meeting <br />of the Commission. <br /> <br />The first ordinance deals with the regulation of swimming pools. <br />Many people believe that there is already regulation of public <br />pools, which is not correct. The city of Fargo does have an <br />ordinance in place but Cass County does not. The overall purpose <br />is to monitor the operation of public and semi public swimming <br />pools. This ordinance would regulate regular the construction of <br />new pools and testing of pool facilities that are not regulated at this <br />time. This regulation would provide for the health and welfare of <br />those using the pools. You will note in Section 2 that residential <br />swimming pools are exempt from these requirements but must <br />meet fencing requirements set forth by the health department. <br /> <br />The second ordinance is also dealing with health issues. This <br />ordinance calls for the regulation of owners and operators of body <br />art establishments including tattoos and body piercing. As with <br />swimming pools the primary purpose is the protection of the health <br />and welfare of the citizens of Cass County. Here again those <br />establishments within the City of Fargo are regulated at this time <br />and the remaining part of the County is not so regulated. There is <br />no provision herein for the regulation of mobile units however that <br />would be established by the adopting the regulations established by <br />the Fargo Cass Health Department on the matter. <br /> <br />Should you have any questions regarding these issues please feel <br />free to call our office. <br />
