Box 2806
211 9th St. South
Fargo, ND 58108

Dear Sirs/Madam:

Prosper Farmers Elevator, of Prosper, ND, Chaffee-Lynchburg Farmers Elevator, of
Lynchburg, ND, and AGP Grain, of Casselton, ND, are presently in the process of
forming an LLC to better serve the local agriculture community. The yet to be named
LLC is planning to build a new grain terminal capable of bading 110 rail cars (referred to
in the industry as shuttle trains) at the existing AGP Grain facility located in Casselton.

The plan for traffic flow for the new facility is to enter and exit f~om Highway 10 just
west of the railroad underpass. The distance fxom the unload site of the new facility to
Highway 10 is approximately 1/2 mile. We are cordially requesting your consideration to
add this road to your existing County system as a spur. The project engineers we are
working with have estimated approximately 17,000 trucks per year using the road and
with that amount of heavy use, an extra heavy coat of asphalt of concrete would be
needed to withstand the stress. We have been informed of some Federal Aid programs
available for projects such as this and any additional information would be helpful.

The projected time flame is to have the new facility fully Operational in October of 2004,
and if you have any further questions or need plans, pleas~ contact me at Prosper Farmers
Elevator.

Thank you for your expeditious consideration of this matter.

Sincerely,

Sid Mauch, manager
Prosper Farme~ rs Elevator
100 Railroad iAve
Harwood, ND 58042
701-282-4094
