2004 - 2006 FEDERAL AID PROGRAM PROJECT OPTIONS

HIGWAY PROJECTS: Approximately $1,065,000 in 2004 funds and $1,032,000 in
2005 funds are available. One can assume a similar amount (say $1,000,000) in 2006
funds will be available.

If the Commission desires to surface any of the gravel roads on our County system, I'd
recommend that one of the following segments be chosen. The attached map has arrows
highlighting these locations.

Cass 14 from 1-29 to the Sheyenne River ~o9-00,®
4 miles, cost $2 million +/-. 1994 Average daily traffic volume 200 - 240 trips/day. Pros
and Cons: Growing area and traffic volume would likely increase significantly if paved,
might take some traffic off of C17. Downside is that it may also tend to promote leapfro~
develOpment. ~(D~ ~q~ xx ~ ~-~'tlh~ ~.~
Cass 16 from Davenport to State Highway 18
8 miles, cost of $3 - $4 million. 1994 Average daily traffic 100 - 240 trips/day. Pros and
Cons: There are currently no paved east/west County Highways south of I794 connecting
State 18 with 1-29. This would complete that link. ~d)Xqq .~.~~ lr'~ ..
Cass 11 from Cass 4 to Cass 26
7 miles, cost of $3 - $3.5 million. 1994 Average daily traffic 70 - 130 trips/day. Pros
and Cons: The new North Cass School was build on Highway 26, 2 ½ miles west of the
Cass 11/26 intersection that may have increased the traffic somewhat since 1994. This
part of Highway 11 was an asphalt road at one time. It was turned back to gravel in the
earn 1990's because the navement had deteriorated to the point where it was beyohd
repa~ir. ,It was reshat;~ed se~v~t'a[y, ea.r~ agoj_nonl;icipation of future paving. '¢s0V

If the Commission does not wish to pave any additional gravel roads, there are a number
of other improvement projects to existing pavements that I'd recommend in future years.
