The project is the reconstruction of Cass County 17 from <br />West Fargo to Horace. <br /> <br />Land adjacent to the six-mile stretch of Cass 17 from Interstate 94 to the City of <br />Horace is experiencing explosive population growth. The two lane rural section <br />currently has numerous operational and safety concerns. The current ADT of 6,000 <br />vehicles per day at the northern end of the corridor is projected to increase to 21,000 <br />vehicles per day by the year 2020. This would suggest that the corridor will exceed a <br />two lane capacity in the near future. <br /> <br />It is estimated that the cost to complete the construction of a 4-lane section from <br />West Fargo to Horace is $26,000,000. This exceeds 25 years worth of Cass <br />County's total Federal highway funding. Therefore, it would be impractical for Cass <br />County to fund this type of project without special consideration. Cass County can <br />commit to funding the local 20 percent share. If a lesser amount of Federal <br />Demonstration funding were approved, Cass County would consider phasing the six- <br />mile project. <br /> <br />We have enclosed the completed questionnaire form and a copy of the executive <br />summary from the Highway 17 Corridor Study. Please contact us if additional <br />information is required.
