<br />Appeal of Bauske Residence at 501 23rd St South, Fargo <br /> <br />Attached is a recommendation from the Fargo Assessment Department recommending <br />retaining the current value on the property. After inspecting the property and reviewing <br />the taxpayer's concerns, I also concur with that recommendation. <br /> <br />Mr. Bauske indicates that the increase in valuation from $99,600 to $146,000 is too large <br />an increase for one year. He indicates that he has made no improvements, other than to <br />build a pole building 13 years ago at a cost of$12,OOO. He indicates that he is located <br />next to a mobile home park and that the neighborhood has some drawbacks. <br /> <br />I did inspect the property and visited with Mr. Bauske (see e-mail for photo). The <br />taxpayer indicated to me that he is concerned that other property is not being assessed at <br />market and that property is not being inspected every year. Mr. Bauske did not want to <br />go on record on what types of properties or which neighborhoods he felt were not <br />equitably assessed. <br /> <br />In North Dakota, there is no limit on the amount an assessment can increase. However, <br />the end result needs to represent market value and that the assessment is equitable. If Mr. <br />Bauske is concerned that equity is not being achieved, it is incumbent upon him to <br />discuss any perceived inequities with the assessment officials. Mr. Bauske has not <br />provided any documentation indicating that the assessment exceeds market value or that <br />the assessment is systemically inequitable. <br /> <br />Therefore, I concur that the assessment should be retained as equalized by the Fargo City <br />Board of Equalization. <br /> <br />Suggested Motion: "I move that the assessment at 501 23rd St S, Fargo be retained, <br />as equalized by the City of Fargo and as recommended by the Director of <br />Equalization." <br />
