Appeal of Bauske Residence at 501 23rd St South, Fargo

Attached is a recommendation from the Fargo Assessment Department recommending
retaining the current value on the property. After inspecting the property and reviewing
the taxpayer's concerns, I also concur with that recommendation.

Mr. Bauske indicates that the increase in valuation from $99,600 to $146,000 is too large
an increase for one year. He indicates that he has made no improvements, other than to
build a pole building 13 years ago at a cost of$12,OOO. He indicates that he is located
next to a mobile home park and that the neighborhood has some drawbacks.

I did inspect the property and visited with Mr. Bauske (see e-mail for photo). The
taxpayer indicated to me that he is concerned that other property is not being assessed at
market and that property is not being inspected every year. Mr. Bauske did not want to
go on record on what types of properties or which neighborhoods he felt were not
equitably assessed.

In North Dakota, there is no limit on the amount an assessment can increase. However,
the end result needs to represent market value and that the assessment is equitable. If Mr.
Bauske is concerned that equity is not being achieved, it is incumbent upon him to
discuss any perceived inequities with the assessment officials. Mr. Bauske has not
provided any documentation indicating that the assessment exceeds market value or that
the assessment is systemically inequitable.

Therefore, I concur that the assessment should be retained as equalized by the Fargo City
Board of Equalization.

Suggested Motion: "I move that the assessment at 501 23rd St S, Fargo be retained,
as equalized by the City of Fargo and as recommended by the Director of
Equalization."
