Attached
to this letter is the Notice of Hearing (to be held on
June 29, 2004, at 7:30 p.m., at the Harwood Community
Center in Harwood, North Dakota), the Assessment List (a
complete listing of all properties paying for the
proposed project), and the Project Ballot (on which you
may vote whether you want this project to proceed or not
to proceed) .

The Sheyenne~Maple Flood Control District No.3 Project
consists of the preliminary analysis, design and
construction of a dry darn and associated features on the
Maple River, a rechannelization of certain portions of
the Maple River, levees and berms to protect certain
roadways, including North Dakota State Highway No. 46,
improvements and/or warning signals to certain county
and/or township roads, mitigation measures, and other
miscellaneous items. The total estimated cost for the
proposed improvements is $22,500,000. The estimated
cost to be assessed against the benefitted property
owners is $2,750,000.

In regard to the ballot, it is important that all owners
vote and sign their names. If only one landowner votes,
that vote will only count for the fraction of the
property owned by that individual. For example, if
there are two landowners, and only one signature, the
vote will be considered only a half vote by the
District. No vote will be counted unless signed and
returned to the Cass County Joint Water Resource
District, P.O. Box 5012, West Fargo, ND 58078-5012, by
5:00 p.m., July 29, 2004. If the ownership information
shown on the ballot is not correct, please contact the
