CASS COUN1Y
GOVERNMENT
...
TO:
County FROM:
Coordinator
Bonnie Johnson DATE:

MEMO

Vector Facility Planning Committee
Bonnie JOhnSOn~

May 26, 2004

SUBJECT:

Vector Facility Planning

-----------------------------------------------------

Several thoughts come to mind as we convene to review possibilities for new
county space for the Cass County Vector Department. I would like to share
these thoughts, along with others, at our next meeting.

I believe we should plan any facility for the long term. I think the project
should focus on the intended multi-functional needs of the programs and
address employee safety and environmental risks. We should be sure to
give attention to proper chemical mixing areas, proper disposal of wastes
generated from normal operations and address clean-up abilities for spills.

If the storage and mixing facilities are part of a multiple use building, they
should be located on the end of the structure separated from other areas by
secure vapor impervious partitions. If a separate structure is designed to fit
these needs, additional security such as fences, bumpers, and window
security mesh should be included in the design considerations.

From a functional perspective, employees would arrive in a clean area, dress
for the day in the changing area, and leave through a pesticide/herbicide
doorway. They would retrace these steps at the end of the day. Each
employee would have two lockers, one for street clothing and another for
work clothing, to preclude contamination. Soiled work clothes would be
dropped off in the laundry as they pass from the dirty area to the clean side of
the locker room. Hot air hand driers are an option to consider in order to
eliminate contaminated waste products. Employees would not eat in areas
where chemicals are mixed, stored or handled. There would be no direct
access between the offices and the storage and mixing areas.

Box 2806
211 Ninth Street South
Fargo, North Dakota 58108

Plumbing and lighting should be specified by architectural people with insight
on the product market. Each should be non-corrosive in nature; sinks should
contain eye-wash stations; and metal or plastic shelving should be used to
store chemicals off the floor, as opposed to wood shelving which is porous.

701-241-5720
Fax: 701-297-6020
