ORDINANCE #2004-1, Vector/weed buildina project First reading on Amended Ordinance #2004-1 was scheduled for today. Mr. Montplaisir reported that he talked with an attorney in the Attorney General's Office, as well as with State's Attorney Birch Burdick about the ordinance for a vector/weed building project. Minor language changes were suggested in the first paragraph, which states the purpose of the ordinance. Mr. Montplaisir said future amendments may be needed when a decision is made on a financing plan. MOTION, passed Mr. Bennett moved and Mr. Vanyo seconded to approve first reading to amend Ordinance #2004-1 providing for the construction and financing of a vector/weed building; and to schedule the second reading and adoption for July 6,2004, allowing time for publishing a summary of the ordinance in the official newspaper at least 20 days between the first and second reading. On roll call vote, the motion carried unanimously. 20. COMMISSION MEETING SCHEDULE, July meetina dates discussed, no chanae made Robyn Sorum, Chair, suggested in a memorandum of May 27, 2004, that commissioners consider changing the July meeting schedule to one meeting on Monday, July 12th, due to the 4th of July holiday during the first week and the National Association of Counties convention during the third week of July. Commissioners Wagner and Sorum will be attending the national conference being held July 16-21 in Phoenix, Arizona. Mr. Vanyo, however, said he will be out of town and unable to meet July 12th. The board was in agreement to meet the first and third Mondays in July as scheduled. 21. VOUCHERS, Approved MOTION, passed Mr. Wagner moved and Mr. Meyer seconded to approve Voucher No. 187,561 through No. 187,965. On roll call vote, the motion carried unanimously. 22. COMMISSION UPDATE; COUNTY COORDINATOR REPORT, Committee reports Mr. Wagner attended a leadership institute in New York City last week, paid for by the North Dakota Association of Counties. The theme was building collaborations, and he said he will provide more details through the state association, possibly in their monthly newsletter. Mrs. Johnson reported that the vector/weed facility planning committee is meeting on Thursday, June 10, 2004, at 2:00 PM in the Highway Department conference room. Commissioners received a draft document from Mrs. Johnson to provide input on how the county commission would proceed in the case of a catastrophic event. The document is called "Continuum of Government/Continuity of Operations" and each department has been asked to prepare a document relating to their essential functions in the event of a disaster.
