<br />Commission Minutes--June 7, 2004 <br /> <br />2736 <br /> <br />of 7610 Forest River Road, Fargo, North Dakota. On roll call vote, the <br />motion carried unanimously. <br /> <br />19. ORDINANCE #2004-1, Vector/weed buildina project <br />First reading on Amended Ordinance #2004-1 was scheduled for today. Mr. Montplaisir <br />reported that he talked with an attorney in the Attorney General's Office, as well as with <br />State's Attorney Birch Burdick about the ordinance for a vector/weed building project. Minor <br />language changes were suggested in the first paragraph, which states the purpose of the <br />ordinance. Mr. Montplaisir said future amendments may be needed when a decision is <br />made on a financing plan. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Vanyo seconded to approve first reading to <br />amend Ordinance #2004-1 providing for the construction and financing <br />of a vector/weed building; and to schedule the second reading and <br />adoption for July 6,2004, allowing time for publishing a summary of the <br />ordinance in the official newspaper at least 20 days between the first <br />and second reading. On roll call vote, the motion carried unanimously. <br /> <br />20. COMMISSION MEETING SCHEDULE, July meetina dates discussed, no chanae made <br />Robyn Sorum, Chair, suggested in a memorandum of May 27, 2004, that commissioners <br />consider changing the July meeting schedule to one meeting on Monday, July 12th, due to <br />the 4th of July holiday during the first week and the National Association of Counties <br />convention during the third week of July. Commissioners Wagner and Sorum will be <br />attending the national conference being held July 16-21 in Phoenix, Arizona. Mr. Vanyo, <br />however, said he will be out of town and unable to meet July 12th. The board was in <br />agreement to meet the first and third Mondays in July as scheduled. <br /> <br />21. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to approve Voucher No. <br />187,561 through No. 187,965. On roll call vote, the motion carried <br />unanimously. <br /> <br />22. COMMISSION UPDATE; COUNTY COORDINATOR REPORT, Committee reports <br />Mr. Wagner attended a leadership institute in New York City last week, paid for by the North <br />Dakota Association of Counties. The theme was building collaborations, and he said he will <br />provide more details through the state association, possibly in their monthly newsletter. <br /> <br />Mrs. Johnson reported that the vector/weed facility planning committee is meeting on <br />Thursday, June 10, 2004, at 2:00 PM in the Highway Department conference room. <br /> <br />Commissioners received a draft document from Mrs. Johnson to provide input on how the <br />county commission would proceed in the case of a catastrophic event. The document is <br />called "Continuum of Government/Continuity of Operations" and each department has been <br />asked to prepare a document relating to their essential functions in the event of a disaster. <br /> <br />Mrs. Johnson said she plans to attend a design/build seminar on June 15th on different <br />methods of completing projects for the public sector. <br /> <br />Mr Waaner moved and Mr. Vanyo secOnded to receive ana me <br />
