Mrs. Stanton stated that she is still <br />I opposed to the plans for the 12th Avenue North bridge being 48' wide. Mr. Bromenschenkel <br />I stated that their contract with the City of Moorhead will include that the bridge be a <br />,2-lane structure for a certain number of years to be agreed upon by the 2 cities, <br />land he is thinking in terms of 20 years. Mr. Hendrickson moved that the County Board <br />iapprove the --contract with the City of Fargo for the 1st Avenue North and 12th Avenue North <br />(bridges. Mrs. Stanton seconded the motion for discussion. Mr. Sondrall stated that <br />!he would not be in favor of commiting County funds beyond the length of his present term <br />iof office, and Mr. Satrom feels that the Cities of Fargo and Moorhead should obtain <br />I Federal Aid and build the bridges themselves like Cass and Clay Counties did on the <br />I Convent bridge which was completed this ,fall. At the call of the question, the motion <br />Ito approve a contract for both bridges failed with only Mr. Hendrickson and Mrs. Wold <br />i voting "Aye". <br />I _ <br />Letter from Mental In response to a letter received from the Cass County Chapter of the North Dakota <br />Health Assn. Re: IMental Health Association concerning a suicide which Occurred in the Cass County Jail, <br />suicide in jail !Sheriff Jack Dailey and Chief Deputy Don Rudnick discussed the County's jail policies <br />lin respect to persons who are mentally ill. They assured the Board that every <br />iprecaution is taken that is possible. <br />I <br />f Upon the request of Mr. Jim Flannery from the Metropolitan Council of Governments, <br />'Mr. Hendrickson moved and Mrs. Stanton seconded that the Board approve the application <br />[for a solid waste planning grant for Resource Recovery Projects. '='_._.._-_.~,_._.- -...".---... ----...._, <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />DECEMBER 13, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that the minutes of the previous meeting <br />Ibe approved as written. Motion carried. <br />I <br /> <br />Mr. Dick Wolfe from Horace presented petitions with 385 signatures requesting that <br />the speed limit on County Road 17 between Horace and West Fargo be put back to 55 miles <br />per hour. Mr. Hendrickson moved and Mrs. Stanton seconded that the Board receive and file <br />the petitions and request the Mayor of Horace and a city council member to meet with the <br />Board next Wednesday at 9:30 A.M. Motion carried. <br /> <br />Mr. Irvin Rustad from the Lake Agassiz Regional Council appeared before the Board <br />iconcerning the results of the Land Use Study. He stated that the study has been <br />!completed and they wish to have the County Planning Commission begin their review on it, <br />\but no County Planning Commission meeting is being held in December. The Board asked <br />that a letter be sent to the Chairman of the County Planning Commission along with a copy <br />of the Land Use Plan to him and to each member of the Planning Commission, and that <br />two meetings be held in January to make up for the December meeting. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the Chairman be authorized <br />to sign the Grant Award and Acceptance from the Law Enforcement Council for the <br />Rape Crisis Center. Motion carried. <br /> <br />Appl. for gambl~1 Mr. Hendrickson moved and Mr. Sondrall seconded that the Board deny the application <br />permit for Wheat-i for a gambling permit for the Wheatland Rod and Gun Club for December 31st because <br />land Rod & Gun i it is on Sunday. Motion carried. <br />i <br />Bd to discuss i The Auditor read a letter from Mr. Willard Grager inviting the Board to meet with him <br />he~ting costs with for lunch and to discuss a method for reducing heating costs at the County Shop and <br />Cass Co. Electricioffice and at the other County Shops which are served by Cass County Electric. <br />I The Board suggested the date of January 2nd. <br />i . <br />'Bd. to enter into: Mr. Sondrall moved and Mr. Hendrlckson seconded that the County enter into a <br />maintenance cont~imaintenance contract with Peterson Mechanical, Inc. in the amount of $905.00 per year <br />with Peterson i for the period of one year for scheduled maintenance on the heating, ventilating <br />Mechanical, Inc. I and air conditioning equipment at the Cass County Detention Center building. Motion carried. <br />I <br />I <br />! <br /> <br />Two applications for gambling permits were received from the Interstate Gun Club <br />January 14, 1979 and for April 29, 1979. Since both of these dates are on Sunday, <br />Board requested that the applications be returned to the Interstate Gun Club. <br /> <br />Committee Reports were given. <br />On motion by Mr. Hendrickson and seconded by Mr. Sondrall, the meeting was adjourned. <br />
