<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />582.5 <br /> <br />George Houston from the Houston Engineering Company was present along with members <br />of the Cass Rural Water Users Association regarding concerns expressed last week by <br />County Road Superintendent Roy Scheffler. Mr. Houston stated that he would be willing <br />to maintain a closer relationship with the County Road Department and the Cass Rural Water <br />User's Association, and they will work out any problems there have been with burying <br />the water lines. <br /> <br />, Carl Satrom from Page Township and a delegation appeared regarding the condition of <br />iCounty Road 3. Mr. Grindberg stated that they can gravel the road next spring if it needs <br />19ravel. <br />, <br /> <br />Mrs. Stanton moved and Mr. Satrom seconded that the Board regretfully accept the <br />letter of resignation from Roy Scheffler, County Road Superintendent, effective <br />December 1, 1978. Motion carried. <br /> <br />The Auditor read a letter from William Dahnke regarding road grading on <br />County Road 31, and Mr. Grindberg stated that he has talked to Mr. Dahnke. <br /> <br />A letter was received from the County Social Services Director regarding the <br />County's policy on closing County offices due to inclement weather. Gordon Sletmoe, <br />Disaster Emergency Services Director, was present and stated that he normally calls the <br />Chairman of the Board and a decision is made on whether to close the County offices. <br />The Board asked that he include the offices at the Cass County Annex when he calls <br />'in the announcement when the Courthouse will be closed. <br /> <br />A letter was received from the West Fargo City Auditor requesting the County <br />to appoint a rural member to the West Fargo Planning and Zoning Commission to replace <br />'Mr. Howard Emerson whose property has been annexed into the City of West Fargo. <br /> <br />Members of the Cass County Council on Aging submitted their budget for the <br />rural senior citizens clubs in the amount of $75,000.00. The County Auditor stated <br />,that the Fargo Senior Commission on Aging had submitted their budget previously <br />in the amount of $55,000.00, or approximately one-half of the one mill levy allocated <br />for senior citizens clubs throughout the County. The Chairman asked for a meeting <br />of the Board next Wednesday, November 29th, at 8:30 A.M. to work out the two budgets. <br /> <br />Carl Altenbernd from the Lake Agassiz Regional Council gave a slide presentation <br />on the North Dakota Water Quality Management Plan. Mr. Sondrall moved and Mrs. Stanton <br />seconded that the Board receive and file-the Water Quality Management Plan. The motion <br />carried with Mr. Satrom dissenting. <br /> <br />Regarding bids received November 1st for police cars, Mr. Satrom moved and <br />Mrs. Stanton seconded that the County purchase two cars for the Sheriff's Department <br />from W. W. Wallwork, the low bidder. Motion carried. <br /> <br />Fargo City Attorney Gary Stewart was present regarding the proposed Regional Airport <br />Authority. He stated that he will be furnishing the Commission with a copy of a <br />financial feasibility study that was made by their bond consultant. <br /> <br />On motion by Mr. Satrom and seconded by Mr. Sondrall, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />NOVEMBER 29, 1978 <br /> <br />Chairman Wold called the meeting to order and four members were present, <br />Mr. Satrom being absent. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the minutes of the previous <br />meeting be approved as written. Motion carried. <br /> <br />Discussion was held on the proposed budgets of the Cass County COuncil on Aging <br />and the Fargo Senior Commission on Aging. The County Auditor stated that the new <br />mill levy should raise about $116,000.00, and the Board discussed several ways of <br />dividing the money. Mr. Hendrickson moved that the money be divided equally between <br />the two organizations. Mrs. Stanton seconded the motion for discussion. However, <br />Mr. Sherley Walker from the Fargo Commission on Aging stated that they would not require <br />more than $55,000 which would meet their proposed budget. The above motion and second <br />were withdrawn, and Mr. Hendrickson then moved that the County allocate $55,000 to the <br />Fargo Commission on Aging and the remaining $61,000 to the Cass County Council on Aging. <br />In further discussion, the Board determined to defer the vote until next Wednesday <br />when a full Board will be present. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that Mr. Steve Grindberg be appointed <br />as Acting County Road Superintendent until the end of December, due to the resignation <br />of Roy Scheffler.
