PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA 5823 Kathy Hogan from Southeast Mental Health appeared before the Board to make the Board aware of the proposed three bills that will be presented to the legislature. Discussion was held on the City of Fargo bridge contract. Mrs. Stanton moved that the City of Fargo bridge contract be sent back to the City of Fargo unsigned and accompanied by a letter stating the contract was being returned as it was unacceptable. Motion died for lack of a second. Mrs. Stanton moved and Mr. Hendrickson seconded that the County Commissioners support a no vote on the No. 4 Health Care Measure. Motion carried. Mr. Hendrickson moved and Mr. Satrom seconded that a resolution requesting the cooperation of various railroad companies and governmental agencies in weed control on their property be received and filed, and that a copy be sent to Frank Erdman, County Weed Control Officer, and to Walt Ness, County Agent. Motion carried. A letter was received from the State Highway Department stating Cass County's meeting date is set for November 6th at Valley City regarding the 1979 County Road Program and Bridge Plans. Mrs. Stanton moved and Mr. Satrom seconded that the Indemnity Bond on Lost ~nstrument for Melvin J. Erlandsen be received and filed and the Auditor be authorized to issue a duplicate check. Motion carried. Upon the request of Duane Hoehn, County Auditor, Mrs. Stanton moved and Mr. Satrom seconded that the Commission would not meet November 7th, which is General Election day. iMotion carried. Wold, Chairman Cass County Board of Commissioners REGULAR MEETING-OF CASS COUNTY COMMISSIONERS NOVEMBER 8, 1978 Chairman Wold called the meeting to order and upon roll call, all members were present. Mrs. Stanton moved and Mr. Hendrickson seconded that the minutes of the previous meeting I be approved as written. Motion carried. : , The County Road Superintendent reported on a meeting in Valley City with the Bureau of Public Roads and the State Highway Department. The State of North Dakota will get about $4,000,000 for bridges, and the Counties have to pay 20% on any approved bridge projects. Cass County has three bridges that have been approved, and bids will be opened in February. The Board again discussed traffic accidents on County Road 17 between West Fargo and Horace. The Board suggested that some alternatives be taken to alleviate some traffic on the road, and Mr. Scheffler stated that it will help when County Road 16 is paving next spring; and Mr. Satrom suggested paving County Road 6 east to Interstate 29. Mr. Lowell Siebels appeared before the Board regarding culverts in township ditches in Berlin Township which are blocked and are creating a water problem a mile west of Interstate 29 along County Road 32. The Board agreed to drive out and look at the area. Upon the request of the City of Harwood, Mr. Satrom moved and Mrs. Stanton seconded that Mr. Fred M. Cory be appointed from the City of Harwood's ~-mile extra territorial area to the Harwood Planning and Zoning Commission. Motion carried. from Mental Health on City of bridge ico.
