<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 30, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Hendrickson moved and Mr. Sondrall seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />A delegation appeared from the Village of St. Benedict to request the County to <br />'regrade and possibly pave the 3/4 of a mile of County Road 21 from St. Benedict south to <br />County Road 16. The County Road Superintendent felt that it would not be possible to pave <br />the road but he suggested meeting with these people at the site, and the matter will be <br />[placed on the agenda again next Wednesday. <br /> <br />Mr. Satrom <br />be appointed to <br />Fred Williams. <br />I <br /> <br />moved and Mr. Hendrickson seconded that Lloyd Williams of Arthur <br />the County Planning Commission to fill the unexpired term of the late <br />Motion 'carried. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the Cass County Commission <br />discontinue their first Tuesday of the month meetings except for the official Tuesdays <br />as required by law which are the first Tuesday of January, April, July and October. <br />After discussion, the motion and second were withdrawn, but it was decided that the, <br />Commission would not meet on the first Tuesday in September, which is the Primary Election <br />Day. <br /> <br />Mrs. Stanton moved and Mr. Satrom seconded that the Board adopt a resolution, <br />which is on file in the County Auditor's Office, authorizing the States Attorney to <br />request the Attorney General's Office to act for the County in the case with the Soo Line <br />Railroad Company. Motion carried. <br /> <br />Discussion was held concerning the 2 proposed bridge contracts with the City of Fargo <br />iat First Avenue North and the second one at an unspecified location. Mr. Hendrickson moved <br />and Mrs. Stanton seconded that the Chairman be authorized to sign the contract with the <br />,City of Fargo for participating in Fargo's share of the construction of the First Avenue <br />,North bridge. The motion carried with Mr. Sondrall and Mr. Satrom dissenting. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the County Commission <br />declare the contract null and void which_was previously signed for both the First Avenue <br />North and the 12th Avenue North bridges. Motion carried. <br /> <br />Concerning a request for a cross-walk <br />at Harwood, the Road Superintendent stated <br />stop sign which the school could drop down <br />to handle this matter. <br /> <br />light for school children crossing County Road 17 <br />that the Road Department could install a <br />when not in session. The Board asked Mr. <br /> <br />Rd. Supt. to <br />invest. req. for <br />Scheffler school crossing <br />safety at Harwood <br /> <br />Mr. Sondrall reported on the meeting of the North Dakota Association of Counties <br />which he attended in place of Mr. Hendrickson. <br /> <br />A letter was received from the City of Fargo enclosing a copy of the letter they <br />received from the State Highway Department in which they determined that the County's <br />request for traffic signals on 10th Street and 2nd Avenue South is not warranted. <br /> <br />Tom Jensen, County Social Services Director, presented a check in the amount of <br />$52,953.00 as Cass County's share of Federal Fiscal Relief Funds to offset state and <br />local AFDC expenditures. <br /> <br />The following bids were received for surfacing County Road 10 from Tower City <br />to State Highway 38: <br /> <br />Wm.Collins <br />Concrete Specialties <br />Northern Improvement <br />S & S Construction Co. <br /> <br />$235,136.10 <br />$219,400.45 <br />$226,912.88 <br />$235,395.50 <br /> <br />. req. road <br />at village <br />of St. Benedict <br /> <br />Appt. to Co. <br />Planning Comm. <br />! <br /> <br />Disc. on discon- <br />tinuing Tuesday <br />mtgs. but motion <br />withdrawn <br /> <br />, <br />Resolution adopted <br />auth. Motion carried. <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that the Indemnity Bond on Lost Instrument! Lost Instr. Bond <br />for the Fargo Water Department be received, filed and the Auditor authorized to issue for Fargo Water <br />a duplicate check. Motion carried. Department <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that the Board receive and file the letter <br />from the State Social Service Board approving the reappointments of Bernard Holes, Greydon <br />Owens, Mary Pierce and Oscar Sondrall to the County Social Services Board.
