Joan Whaley from the Head Start Agency appeared before the Board concerning their <br />Start req. for ! request for Community Development funds for updating the County's building at <br />Comm. Develop. i 57-11th Avenue North, which is being used by Head Start. The building is being <br />funds for up- I updated mainly for fire protection. Mr. Hendrickson moved and Mrs. Stanton seconded that <br />dating building i the C~unty appr~ve~ of the Head Start Agency reques~ing Co~unity Development Funds for <br />owned by Co. i updat~ng the bu~ld~ng at 57-lIth Avenue North. Mot~on carr~ed. <br />I <br />i A letter was received from the City of Fargo in which they enclosed separate contracts <br />II, for two bridges t~ be constructed in the City of Fargo. The matter will be placed <br />on the agenda for next Wednesday. <br /> <br />! The Board determined to begin the meeting next Wednesday at 8:00 A.M. instead of 9:15 <br />I in order for Mr. Sondrall and Mrs. Stanton to leave early to attend the meeting in <br />i Grand Forks on flooding along the Red River. <br /> <br />Co. req. for ! Mrs. Stanton moved and Mr. Satrom seconded that the Board receive and file the letter <br />traffic signals i from the City of Fargo Traffic Department stating that the County's request for <br />on 10th St. ref. Motion carried. <br /> <br />Study made by I A ,letter was received from the North Dakota Supreme Court's Law Librarian concerning <br />District Court i a study made of the District Court Law Library in Cass ~ounty suggesting that more books <br />Law Library ! be added along with suggested places for storage of ~ooks, including the west wall <br />II~ of the County Commission Room. Mrs. Wold suggested that the matter be referred to the <br />! Commissioners with the Buildings and Grounds portfolio. <br />i <br />Letter from NDSU : Mrs. Stanton moved and Mr. Hendrickson seconded that the Board receive and file the <br />re: Dutch Elm 'letter from the North Dakota State University and approve the expenditure for the <br />Disease Survey ! ""'-'==0:. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 23, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br />i <br />i Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous <br />,meeting be approved as written. Motion carried. <br />I <br />I <br /> <br />Mr. Satrom moved and Mr. Hendrickson seconded that the County Auditor be authorized <br />to offer $10,000.00 for the 35 used voting machines which the City of Moorhead <br />has for sale. Motion carried. <br /> <br />A hearing was held at 10:30 A.M. on the Application for a 5-year Property Tax <br />I Exemption for D & B Fabricators, Inc. of Fargo. The County Director of Tax Equalization <br />I stated that one of the business's competitors, Ehrich's Manufacturing, has tried to <br />II' contact him; and he suggested that the Board delay a decision until both competitors, <br />Ehrich's Manufacturing and K & K Construction, can be notified and can appear before the <br />. Board if they wish to comment on this request for tax exemption. Mr. Satrom moved <br />I and Mr. Hendrickson seconded that the Board delay action for two weeks on the <br />I Application for Property Tax Exemption for D & B Fabricators. Motion carried. <br /> <br />! <br /> <br />Discussion was again held on the U.S.. Fish and Wildlife Service's purchase of the <br />I Julius Hartl property near Alice. Mrs. Stanton moved that the County Commission approve <br />i the acquisition of 80 acres of the Hartl property to the U.S. Fish and Wildlife Service. <br />propl Mrs. Wold relinquished her Chair to second the motion. After discussion and upon roll call, <br />, the motion carried with Mr. Sondrall and Mr. Satrom opposing. <br /> <br />Upon the request of the Rape Crisis Center, Mrs. Stanton moved and Mr. Sondrall seconded <br />that the Chairman be authorized to sign an application to the Law Enforcement Council <br />for funding for the Rape Crisis Center. Motion carried. <br /> <br />Committee Reports were given. <br /> <br />On motion by Mr. Satrom and seconded by Mrs. Stanton, the meeting was adjourned. <br />
