<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />Notification was received from the Division of Economic Opportunity that a public <br />will be held on the redesignation of Community Action Agencies on August 25th at 2:00 P.M. <br />at St. Mark's .Church. <br /> <br />A joint meeting of the water management boards and the County Drain Board was held <br />'to discuss the Joint Exercise of Powers Agreement concerning flooding along the Red River. <br />Different interpretations of the agreement were discussed between the water management <br />boards in Cass County. Another meeting will be held in Grand Forks on August 30th at <br />10:00 A.M. with the other Counties in the Red River Valley, and it was the feeling of the <br />ipeople present that the Cass County water management boards and the Drain Board should <br />[Leach an agreement on the issues prior to the August 30th meeting in Grand Forks. <br />[The group set a meeting for August 23rd at 1:00 P.M. in the Disaster Emergency Services <br />Conference Room. Attorney Daniel Twichell will be contacting Mr. Vern Fahey from the <br />State Water Commission to invite him to this meeting. <br /> <br />Attorney Alice Olson appeared before the Board with the results of the election <br />rheld for the incorporation of Briarwood. She stated that the vote was 27-0 in favor <br />iof incorporation. ' <br /> <br />Mr. Hendrickson moved and Mr. Sondrall seconded that the Chairman be authorized to <br />sign the following Order of the Board of County Commissioners: The motion carried <br />'with Mr. Satrom and Mrs. Stanton opposing. <br /> <br />BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA, having received from the <br />election officials of Briarwood, North Dakota, an Election Return Affidavit and <br />Verification showing the number of votes cast for incorporation of the City of Briarwood <br />to be in number, 27, and that no votes were cast against incorporation, and having <br />canvassed said return; and the results of the canvass and election having been entered <br />,upon the Minutes of the proceedings of said Board of County Commissioners; and it appearing <br />that a majority of the votes cast at the election favored incorporation, IT IS HEREBY ORDERED <br /> <br />The territory described in the Petition is hereby declared to be incorporated as a <br />,city under the council form of government to be named the "City of Briarwood" which name <br />was prayed for in the Petition. <br /> <br />Mr. Satrom moved and Mr. Sondrall s~conded that the Board adopt a resolution <br />:calling for a special election to be 'held on November 7, 1978, for the purpose of electing <br />:officers for the City of Briarwood; and that the Chairman and the Auditor be authorized <br />'to sign the resolution. Motion carried. <br /> <br />The Sheriff's Department Union Attorney again appeared to request the Board's signature <br />on the Labor Agreement with the amendment to Page 12 on the maternity leave, which now <br />conforms to Federal regulations. Mrs. Stanton moved and Mr. Sondrall seconded that the <br />'County sign the Labor Agreement for the County Sheriff's Deputies. The motion carried <br />with Mr. Hendrickson and Mr. Satrom opposing. <br /> <br />Appointment to the County Planning Commission to replace the late Fred Williams <br />of Arthur will be placed on the August 30th agenda. <br /> <br />Mr. Satrom moved and Mrs. Stanton seconded that the following Monthly Reports <br />for June and July be received and filed: Motion carried. <br /> <br />Rush River Water Management District <br />Maple River Water Management District <br />North Cass Water Management District <br />Southeast Cass Water Management District <br />Cass County Veterans Service <br /> <br />Mrs. Stanton moved and Mr. Satrom seconded that the City of Harwood and Harwood Township <br />:be combined into one voting precinct, and that they vote in the City of Harwood. <br />:Motion carried. <br /> <br />County Court Judge George Duis appeared before the Board with a suggestion that <br />he hold court hearings for small claims and some traffic violations one night a week. <br />He felt it would cost $400-$500 per month for two clerks and a bailiff. In order for the <br />Commissioners to give this more thought, the matter will be placed on the agenda <br />in the future. <br /> <br />Mr. Hendrickson moved and Mr. Sondrall seconded that <br />of a proposal to the Department of Energy for the funding <br />Solid Waste Study, which is estimated to cost $94,000.00. <br />Mrs. Stanton and Mr. Satrom opposing. <br /> <br />the County endorse the submission <br />of an Energy Recovery from <br />The motion carried with <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that Gordon Sletmoe, Disaster <br />Emergency Services Director, be authorized to attend a seminar in Bismarck on <br />September 12th-14th.
