<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />Discussion was held with Mr. Willard Grager, Manager of the Cass County Electric <br />Cooperative at Kindred, concerning the County Road 5 project and the estimate for <br />:moving their power poles. He stated that it would be to no advantage to Cass County Electric <br />Ito move the poles since the line was just rebuilt in 1967 and it will be adequate for <br />iquite some time. Mr. Hendrickson moved and Mr. Satrom seconded that the Board delay action I <br />!until next week so that they can drive out and view the County Road 5 project. Motion carried. <br />i <br />! Disc. with H. G. <br />i Poulson I s re: <br />i drainage problem <br />! along C6 in <br />: Maple River Twp. <br /> <br />I Mr. and Mrs. H. G. Poulson appeared to discuss a drainage problem along County Road 6 <br />lin Section 18, Maple River Township. The County Road Superintendent stated that <br />~ouston Engineering is doing a survey now on the bridge, and he expects to hear from them <br />in the next couple of weeks. The Board requested that Mr. Scheffler notify Mr. Poulson <br />.after the survey results and when this matter will be brought before the Board again. <br /> <br />Mrs. Stanton moved and Mr. Satrom seconded that the Application for Abatement and <br />'Settlement of Taxes for Paul R. Schanno be received, filed and referred to Barnes Township. <br />:Motion carried. <br />i <br />; <br /> <br />A letter was received from KFNW Radio thanking the County for the work that has been <br />done so far on County Road 6 past their station but stating that more work needs to be done <br />'and they are hoping that the road will be paved in the future. <br /> <br />A letter was received from the Stanley Township Board of Supervisors approving the <br />issuance of a Beer and Liquor License to Mr. and Mrs. Melvin Blotsky for the Watering Hole <br />:Bar at Wild Rice. No action will be taken by the County until the formal application <br />is filed by Mr. and Mrs. Blotsky. <br /> <br />Attorney Alice Olson filed a petition, a census and a map for the proposed incorporation <br />lof Briarwood. Mr. Hendrickson moved and Mr. Sondrall seconded that the date of election <br />ifor the incorporation of Briarwood be set for August 8, 1978, at the home of <br />!Mr. and Mrs. Norman Mark, the election judges to be Sharon Mark, Nancy Lamb and <br />:Charlotte Rufer. The motion carried with Mrs. Stanton opposing the incorporation of <br />small areas outside of Fargo. <br /> <br />Attorney Jack Marcil appeared on behalf of the Cass County Employees Association <br />to ask the Commission to reconsider the employees original request for a 10% increase, <br />,up to a maximum of $100.00 per month,- anrr to freeze the County's starting pay which <br />'would not affect present employees but only people who might be hired after July. <br />The Commission previously voted to give the County employees a 10% increase up to a <br />maximum of $75.00 per month. No furt0er action was taken. <br /> <br />A public hearing was held at 11:00 A.M. on the proposed County Budget. Mrs. Stanton <br />!moved and Mr. Sondrall seconded that the County Budget for the fiscal year 1978-1979 <br />be adopted as finalized with the mill levy set at 23 mills. Motion carried. <br /> <br />Upon the request of Mr. David Baker from the U.S. Fish and Wildlife Service, <br />Mrs. Stanton moved and Mr. Hendrickson seconded that a public hearing be held on <br />Wednesday, August 9th, at 8:00 P.M. at the Community Hall in Alice, North Dakota, <br />pertaining to the purchase of the Julius Hartl property by the Fish and Wildlife Service. <br />Motion carried. <br /> <br />Committee Reports were given. <br /> <br />On motion by Mrs. Stanton and seconded by Mr. Satrom, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JULY 26, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, four members were <br />present with Mr. Satrom being absent. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mr. Willard Grager, Manager of the Cass County Electric Cooperative at Kindred, <br />appeared before the Board to propose a $65,000.00 bid for moving their power poles on <br />County Road 5. Mr. Hendrickson moved and Mrs. Stanton seconded that the County contribute <br />$65,000.00 to Cass County Electric for the County Road 5 Project. Motion carried. <br /> <br />Mr. John Lewis appeared before the Board to inquire about the residency requirements <br />of the Cass County Road Department. The matter was referred to the States Attorney <br />for further investigation. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign <br />a resolution for allocation of funds for automatic flashing signals at railway crossings <br />in the City of Davenport.
