<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />Concerning the cost estimate of $81,000.00 from Cass County Electric, Inc. for moving <br />power lines for the County Road S project, Mr. Scheffler reported that he and Mr. Satrom <br />talked to Mr. Henry Wisness, Secondary Roads Engineer for the State Highway Department, <br />and he gave the County permission over the telephone to build the road around the power line. <br /> <br />A request was received for the County to sell right of way by Casselton which was <br />abandoned by the State Highway Department and deeded back to the County. Mr. Sondrall <br />moved and Mr. Hendrickson seconded that the matter be referred to the Road Superintendent <br />for his investigation and recommendation next week. Motion carried. <br /> <br />Terms on various Boards expire July 1st and the Board set the date of June 28th <br />for making appointments to the Cass County Housing Authority, the County Drain Board, <br />the West Fargo Planning Commissipn and the Fargo Planning Commission. <br /> <br />Concerning the request from Western Environmental Services for space to store <br />safety equipment, Mr. Sondrall suggested that Mr. Sletmoe and the Fargo Fire Chief <br />contact Mr. Richard Fuller of West Fargo who owns a building which may be suitable <br />for the purpose. <br /> <br />Mr. Satrom moved and Mr. Sondrall seconded that the following Officer's Reports <br />for May be received and filed: Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 2,392.25 <br />$25,635.75 <br />$12,021.90 <br />$ 2,533.49 <br /> <br />The Board received copies of the agreement between the Cities of Fargo and Moorhead <br />on the bridge construction projects at 1st Avenue North and 12th Avenue North. <br />The matter will be placed on the agenda for next week, and the States Attorney will <br />prepare some proposals for the Board to consider. <br /> <br />The Auditor reported that he discussed the State Jail Inspector's report on the <br />Cass County Jail with Glenn Ellingsburg, Chief Jailer. Mr. Ellingsburg will be ordering <br />a battery-operated light for emergency lighting in the control room since it does take <br />about 30 minutes to get the emergency ge~erator operating. <br /> <br />Concerning the County's maintenance agreement with Powers Regulator Company, the <br />Auditor reported that Alton JOhnson, Superintendent of Buildings and Grounds, does not <br />feel the contract is worthwhile since.one"service man now covers the entire State of <br />North Dakota after they moved their office out of Fargo. The Commissioners suggested <br />getting a price from a local firm that has the same type of service, and Mrs. Wold <br />suggested that a letter be written to Power~ Regulator Company requesting a refund <br />I since the County's contract is paid to September, 1978. <br /> <br />prjct.--Co. Mr. Sondrall iDisc. on proposed <br />suggested a 10% increase with a limit of $75.00. The Auditor reported that it would cost ; salary increases <br />about $32,000 if the County were to pay all except $20.00 on the Blue Cross-Blue Shield ;for Co. employees <br />family policy, and it would cost about $20,460 to pay the single premium for dental insurance~ <br />i <br />Comrni t,tee Reports were given. 1 <br />i <br />On motion by Mr. Satrom and seconded by Mr. Hend+ickson, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JUNE 21, 1978 <br /> <br />The meeting was called to order at 8:00 A.M., and all members were present. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mr. Keith Burkholder, Fargo Planning Director, appeared before the Board with other <br />City officials including Mayor Jon Lindgren and City Commissioner Sid Cichy. Mr. Burkholder <br />stated that the City of Fargo has been negotiating with the State Highway Department for an <br />access to Interstate 29 at 19th Avenue North. The State will be abandoning the two miles <br />of old Highway 81 from County Road 20 south to 19th Avenue North, which is not in the <br />City limits of Fargo. The City received a letter from the State Highway Department, <br />and City Engineer Wilbur Michelson indicated that the State is going to give this portion <br />of Highway 81 to the local people, either the County or the City. Mr. Burkholder also stated <br />that the estimated cost for the 19th Avenue North interchange is $400,000.00, and that portio~ <br />of the improvement which would not be in the City limits but in the County is estimated <br />at costing $80,000.00.
