Motion carried. <br /> <br />The States Attorney received an opinion from the North Dakota Attorney General <br />concerning the proposed bridge construction contract with the City of Fargo. Mr. Satrom <br />moved and Mrs. Stanton seconded that the Attorney General's opinion be received and filed, <br />and that the matter be placed on the agenda for next Wednesday, May 31st. Motion carried. <br /> <br />Chairman Wold issued the fOllowing statement to the pUblic concerning the <br />Rock Concert to be held at the Red River Valley Fairgrounds: That the Cass County Commissi <br />has no jurisdiction over the activities of the Red River Valley Fair Association, <br />the fairgrounds being owned by the County for the use of the Cass County Fair Association <br />and benefit of the people of the County. <br /> <br />Discussion was held with representatives of the Depot Youth Center concerning the <br />cut-back of Federal Title XX Funds. The County Board suggested discussing the financial <br />difficulties this will cause with several agencies who may be in a position to make <br />contributions to keep these programs in existence. Mrs. Stanton moved and Mr. Hendrickson <br />seconded that the request for funds from the Depot Youth Center be received and filed for <br />budget considerations. Motion carried. <br /> <br />On motion by Mr. Satrom and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 31, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous meetin <br />be approved as corrected. Motion carried. <br /> <br />Mr. Sondrall moved and Mr. Satrom seconded that the Chairman be authorized to sign <br />the permits with the Northwestern Bell Telephone Company and the City of Fargo for the <br />Convent bridge project. Motion carried. <br /> <br />Cass Co. Electric Mrs. Stanton moved and Mr. Hendrickson seconded that the County Road Superintendent <br /><rep. to discuss contact the Cass County Electric Company to have a representative appear at the next <br />estimate of Commission meeting to discuss an estimate of $81,000 to bury cable for the County Road 5 <br />$81,000 on C5 prjti project. Motion carried. <br /> <br />Bridge contract! Discussion was again held concerning the proposed bridge contract with the <br />with City of Farg~City of Fargo. Mrs. Stanton moved and Mr. Hendrickson seconded that the Cass County <br />Motion to place I Commission ask the City of Fargo what the status is of their contract with the City of <br />the issue on !Moorhead on the 2 bridges. The motion carried with Mr. Sondrall and Mr. Satrom opposing. <br />Election Ballot ! <br />failed Mr. Satrom moved and Mr. Sondrall seconded that the question of the County <br />contributing money to the City of Fargo for bridge construction be placed on the election <br />ballot for a vote of the people of Cass County. The motion failed with Mr. Hendrickson, <br />Mrs. Stanton and Mrs. Wold opposing. <br /> <br />Gambling permit <br />issued to Fargo <br />Jaycees <br /> <br />Salary increases <br />for Employees <br /> <br />Out of State <br />travel for <br />Social Services <br />staff members <br /> <br />Metro-Council <br />A-95 Review <br /> <br />Trust Mortgage <br />Release <br /> <br />Mrs. Stanton moved and Mr. Satrom seconded that a gambling permit be issued to the <br />Fargo Jaycees for a raffle at the Oxbow Country Club near Hickson on August 28, 1978. <br />Motion carried. <br /> <br />Cass County employees appeared before the Board represented by Attorney Jack Marcil <br />proposing salary increases for the 1978-1979 fiscal year. The Board stated that they will <br />consider the requests of the Employees Association. <br /> <br />Mr. Tom Jensen, County Social Services Director, appeared before the Board to <br />request permission for out of state travel. Mr. Sondrall moved and Mrs. Stanton <br />seconded that Rainer Lobitz be authorized to attend a seminar in Chicago on <br />June 26th-30th and that three staff members be authorized to attend a workshop on <br />child abuse and neglect in MinneapOlis on June 22nd-24th. Motion carried. <br /> <br />, Mrs. Stanton moved and Mr. Hendrickson seconded that the A-95 Review for future <br />I low-income housing in the City of Buffalo be granted a "Favorable Review".
